Duties Description The duties of this position include, but are not limited to, the following:
• Will be required to interpret multiple screens, serve as a resource to both regional field office staff and to other bureaus, complete case record files, and determine accuracy of sample data;
• Will need to navigate various tables/datasets and review program files for accuracy;
• Will need to regularly and increasingly run queries and troubleshoot in SQL as part of our monthly processes. The candidate will also use SQL to proof datasets and uncover issues with sample data or queries;
• Will act as a point of contact with our Q5i contractor and Technical Support and Audit (TSA) program managers regarding Quality Control Information System (QCIS) or sample-related issues;
• Provide training to regional office field staff, partnering with other bureaus (EAS, BDMA, EISP), HRA/Local Districts, Administration for Children and Families/Department of Health and Human Services (ACF/HHS), NYS Department of Taxation and Finance (DTF), and USDA Food and Nutrition Service (FNS);
• Oversee the Q5i Data Collection application. Ensure the system remains up to date with Federal and State policies and regulations, act as a liaison to the contractor, manage access to the application for all State users, and be the point of contact for all State and regional office staff to troubleshoot any problem they may have (case access, policy interpretation, federal transmission, technical difficulties with Q5i, etc.);
• Manage the EBT Restriction Monitoring process. This includes ensuring the monthly review is completed as well as a yearly review in partnership with the State Liquor Authority (SLA);
• Manage the Earned Income Tax Credit/Dependent Care Credit (EITC/DCC) review. Monthly reviews must be completed in addition to the large yearly audit at the NYS DTF. This audit will require procurement of and consistent collaboration with a statistician, detailed review of tax documentation, and calculating and writing an extensive report;
• Assist manager with collaborating with ACF/HHS to implement new TANF/MOE procedures, which will include writing edits, implementing new data mapping/logic, testing, and creating resources for review staff; and
• Assist in the integration of several EQA processes to IES.
Minimum Qualifications Eligible for a lateral transfer or eligible for transfer under Section 70.1 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. Additional Comments A full-time, permanent appointment will be made. Less than 10% of travel will be required. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates must be legally authorized to work in the United States.
