Duties Description NY is an Employment First (E1st) state, and the Office of the Chief Disability Officer interfaces with state agency partners to improve workplace accessibility and diversity, including for the NYS workforce. E1st Executive Order 40, and Executive Order 31 State as a Model Employer (SAME) are the primary initiatives that provide a framework for these efforts. The E1st State Agency Liaison's primary role will be to innovate and work with state agency partners on behalf of the Chief Disability Officer and E1st Director.

Relationship Building and Collaboration:
-Serve as the liaison and connector between New York state agencies to coordinate and leverage existing infrastructure in order to maximize New York's investments in employment for people with disabilities.
-Establish relationships with the primary staff at each agency responsible for Employment First and State as a Model Employer implementation.
-Track and update primary agency contacts; and
-Facilitate task-specific work groups with state agencies to recommend solutions to the Chief Disability Officer (CDO) and Employment 1st Director.

Education and Awareness:
-Education for state agencies, not limited to employment support programs, about:
-The benefits of employment for people with disabilities.
-The cultural and systemic barriers that contribute to low employment outcomes, and improve awareness of strategies and resources.
-The benefits of employing people with disabilities and value of a diverse workforce; and
-Reasonable accommodations, disability laws and regulations, and increased understanding of disabilities and disability etiquette.
Technical Assistance:
-Develop and implement strategies to coordinate with and provide state agencies with technical assistance and support to ensure that both Executive Order 31 (State as a Model Employer) and Executive Order 40 (Committing New York to Be an Employment First State) are fully implemented.
-Provide technical assistance to state agencies related to increasing the number of people with disabilities employed.
-Advise and assist agencies with the expansion and development of internships, fellowships, apprenticeships, etc., including, but not limited to, the Inclusive Internship Program.

Data Collection and Analysis:
-Coordinate with the Employment 1st Data Manager to collect and analyze data on the effectiveness of State as a Model Employer and Employment 1st initiatives.

Event Planning and Participation:
-Represent the CDO at meetings, conferences, and other events.
-Coordinate with other state agencies to increase the number of job fairs and employment events for state jobs as they pertain to the increased employment for people with disabilities.

Policy Development:
-Make recommendations on policies and initiatives that will increase the number of people with disabilities employed with the State of New York.

Minimum Qualifications Preferred Qualifications: A bachelor's degree and four years of experience working with community organizations or governmental agencies focusing on workforce development and employment services for people with disabilities or other marginalized populations. J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications: A bachelor's degree in Public Policy, Public Administration or Management, Business Administration, Human Resources, Marketing, Sociology, Disability Studies or a related field.
·Two of the four years of experience will have been working directly with New York State agencies on workforce initiatives.
-Strong communications skills, including interpersonal communications, written communications, and public speaking. A writing sample and topical presentation will be required.
-Prior experience working with New York State agencies and a good understanding of the disability services infrastructure.
-Strong understanding of State as a Model Employer, Employment 1st, and disability-related laws and regulations.
-Proficiency in Microsoft Office Suite, Google Workspace and other related software to communicate, prepare presentations, and conduct basic data analysis.
-Skills and experience related to consensus building, conflict management, and group facilitation.
