Duties Description The Division of Fiscal Policy and Management's Capital Finance/Real Property Bureau is responsible for all aspects of leasing and buying properties that support programs and services funded and licensed by OPWDD. Specific activities of this Bureau include but are not limited to: preparing fair market appraisals and rent studies on residential and commercial properties, providing technical support to non-profit providers in the review and negotiation of lease arrangements and the acquisition of real estate, working to ensure OPWDD maintains an appropriate leased space portfolio by eliminating excess space in conjunction with the Dormitory Authority of the State of New York; managing surplus property sales along with the Office of General Services; managing requests for use of State-owned assets; providing financial support in the form of Prior Property Approvals to OPWDD's provider network; and cost reconciling ancillary charges associated with provider operated leased space.
The Program Operations Specialist 2 will report to the Real Estate Officer 2 and will support both the Real Property and Capital Finance teams in project managing data collection for the Bureau.
The Program Operations Specialist 2 will:
· Develop and maintain various databases and tracking systems, as well as various forms and templates in Excel, Word, Access and Adobe Acrobat related to capital funding requests and the State-Operated Property portfolio.
· Review and develop an understanding of the process to dispose of State Residential properties and establish and maintain the tracking mechanisms associated with the process flow.
· Work with various OPWDD Divisions and DASNY in facilitating the disposition process.
· Manage requests for the use of State-Owned assets.
· Work with the Capital Finance team to update tracking tools and incorporate additional data fields as identified by OPWDD Leadership.
· Develop canned and ad hoc reports related to Prior Property Approvals and State-owned assets.

PREFERRED QUALIFICATIONS:
Preference will be given to candidates who possess:
· Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;
· Ability to gather, organize, and present pertinent data to leadership in a succinct manner;
· Project management experience.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List.

TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
