Duties Description This position will report to Program Analyst 3 (Cannabis) of the Data & Systems unit as this role will be using business analysis techniques to elicit requirements for outlining organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, system enhancements, project change requests) based on cannabis law, regulations, industry surveillance and program metrics. The ideal candidate will be comfortable working in a fast-paced environment, be adaptable to the fluctuations in regulating the evolving cannabis industry and be an active participant in shaping an emerging New York State agency.
Duties may include, but are not limited to:
• Gather requirements by conducting interviews, surveys and review documents for outlining system changes and enhancements.
• Review, document, and categorize current operations/business functions using flow charts and process models.
• Evaluate process improvements among business teams to maintain system functionality and efficiencies.
• Develop system requirements for its staff, program staff and other stakeholders.
• Develop test cases, user guides, and datasets to ensure the technical solution aligns with the approved requirements.
• Conduct user acceptance testing as needed to verify technical solutions.
• Review and write business system documentation.
• Write and review training plans and train users on new software and applications.
• Track project timelines and deliverables.
• Help to determine strategies to mitigate risks to system design, business practices, data quality, and project milestones and deliverables.
• Develop contingencies where delays may be unavoidable.
• Prepare and present clear and well-organized written and oral reports to internal teams, executive leadership, and other groups as required.
• Participate in strategic planning efforts to design, purchase, and implement new systems and software needed in the office.
• May perform a full range of supervisory duties.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Preferred Qualifications:
• Proficient in composing SQL queries.
• Experience with Power BI or Tableau, PowerShell, Salesforce, Google Cloud Platform and BigQuery, R, Microsoft Power Automate and Power Apps.
Additional Comments Travel Required:
• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
