Duties Description Supervises Safety & Security Officers 1 on an assigned shift.
• Determines schedules and assignments; approves leaves; monitors time and attendance; completes performance evaluations; and provides training and instruction on security techniques and requirements, first aid, and fire prevention, including the operations of related equipment.
• Assists the Chief Safety & Security Officer in recruiting and hiring Safety & Security Officers; and in developing, implementing, and monitoring safety and security policies, rules, regulations, and corrective action plans.
• Schedules and observes fire drills and safety inspections for assigned locations and makes recommendations for improvement.
• Assists Safety & Security Officers 1 in investigating difficult safety and security issues; and investigates lost, missing, and/or stolen items on and off site.
• Reviews safety and security plans for compliance with applicable environment of care policies and procedures.
• Reviews daily incident, accident, and other safety and security reports and records prepared by Safety & Security Officers 1 for completeness, accuracy, and adherence to applicable guidelines; and reports any issues to the Chief Safety & Security Officer.
• May direct the safety and security department in the absence of the Chief Safety & Security Officer; and attend safety and security committee meetings as needed.
• Include but not limited to: This position is responsible for providing direction and guidance to Safety & Security Officer 1’s and Safety & Security Officer Trainees. This includes training in proper procedures, scheduling of duties / assignments and directly supervising and instructing in the handling of major incidents. In addition, this position is a working supervisor responsible for all the activities of the Safety and Security position such as:
• All duties of Safety and Security Officer I and: Schedules and assigns officers to specific shifts, assignments and inspection duties by region.
• Assists the Chief Safety Officer(s) in performance appraisal of subordinate Safety Officers.
• Reviews subordinate officers’ reports of activities and incidents for accuracy, completeness, and propriety of format.
• May compile narrative and tabular summary reports of subordinate officers’ activities and significant incidents handled by the Safety/Security force in order to inform appropriate supervision of the force’s workload and significant problems.
• Ability to act independently.
• Ability to work effectively in conjunction with multiple intra-agency divisions and external entities.
• Ability to accurately observe and document conditions relating to welfare and security.
• May testify in court.
• May need to coordinate and conduct searches to locate missing individuals.
• Assist responding emergency personnel to and on scene as needed.
• Question suspicious persons.
• Responds to, investigates and prepares detailed written reports at the scenes of fires, accidents, and other incidents.
• Summons medical assistance and applies first aid as the situation indicates/requires.
• Manages and conducts the quarterly reviews of community sites as well as campus locations.
• Instruct employees and individuals about emergency fire and safety practices and procedures.
• Security patrols, on foot or by vehicle, in order to detect evidence of irregularities and deter criminal activity.
• Inspect buildings to ensure that all areas are appropriately locked, secured and free of hazardous conditions.
• Maintain communication by radio, P.A., or telephone for routine and emergency needs.
• Operate emergency vehicles.
• May direct vehicular and pedestrian traffic.
• May operate security cameras, computers, and related electronic security equipment.
• Enforces state, municipal and institution laws, rules and regulations.
• Search for and eliminate contraband.
• May occasionally arrest suspects and violators in order to protect persons and property.
• Other Administrative duties as assigned.

Minimum Qualifications Safety & Security Officers have peace officer status as authorized under Criminal Procedure Law Section 2.10 and Sections 7.25 and 13.25 of Mental Hygiene Law or Section 455 of Public Health Law. As such, they must meet the requirements for appointment to public office defined in Public Officers Law Section 3 (1) and for continued employment as required in Section 30.
Promotion: one year of service as a Safety & Security Officer 1 and reachable for appointment on the current Civil Service Eligible List for this title.
Transfer Qualifications:
Candidates must have one year of permanent competitive, non-competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for NYSCOPBA Grade 15 ($64,762) and Downstate adjustment ($3,400). Downstate adjustment is also added to the job rate ($79,024).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
