Duties Description Under the direction of the MITS 1 Programming within the Digital Transformation Office / Shared Application Services/ Service Automation the ITS 4 Programming position will provide Strategic Leadership in assessing and design an effective governance and operating model for DevSecOps initiatives, ensuring alignment with state objectives and agency priorities. This ITS 4 Programming position will also develop and implement a comprehensive DevSecOps strategy that provides a roadmap for adoption, scalability, and sustainability of DevSecOps solutions across NYS agencies. At times will need to Engage with agency teams to identify current DevOps practices on existing platforms to gather operational requirements, and systems information to provide a plan to migrate or integrate ITS DevSecOps enterprise platforms. This ITS 4 Programming position will Lead the design and delivery of secure, scalable, and cost-effective DevSecOps solutions, ensuring they meet both agency-specific needs and enterprise standards and help establish standardized processes for onboarding, integrating, and managing DevSecOps platforms across the organization. Team lead will manage 2 ITS 2 Programming members to help develop CICD pipelines that will create a cradle to grave release process that supports on prem platforms as well as cloud platforms in automated delivery.
Duties include, but are not limited to, the following:
• Assess and design an effective governance and operating model for DevSecOps initiatives, ensuring alignment with state objectives and agency priorities.
• Develop and implement a comprehensive DevSecOps strategy that provides a roadmap for adoption, scalability, and sustainability of DevSecOps solutions across agencies.
• Define clear frameworks and processes for evaluating, prioritizing, and implementing DevSecOps initiatives, including Proof of Concepts (PoCs) and pilot programs, build and release pipelines providing development teams self-service GitFlow strategies to deploy artifacts into runtime environments.
• Engage with agency teams to identify current DevOps practices on existing platforms.
• Gather operational requirements, and systems information to provide a plan to migrate or integrate ITS DevSecOps enterprise platforms.
• Partner with external vendors and technology providers to incorporate cutting-edge DevSecOps solutions that complement internal capabilities.
• Foster collaboration across agencies by establishing cross-functional forums, steering committees, and knowledge-sharing mechanisms.
• Lead the design and delivery of secure, scalable, and cost-effective DevSecOps solutions, ensuring they meet both agency-specific needs and enterprise standards.
• Establish standardized processes for onboarding, integrating, and managing DevSecOps platforms across the organization.
• Provide shared resources, tools, and platforms to enable consistent and efficient DevSecOps implementations across agencies.
• Oversee the seamless integration of DevSecOps solutions with existing IT and OT systems, ensuring maximum efficiency and reliability.
• Implement tools and frameworks for application and service code build, scan, securing, and deploying software throughout their lifecycle.
• Create and maintain a testing and validation environment to reduce deployment risks and improve solution quality.
• Develop and enforce privacy, security, and data governance standards to mitigate risks associated with DevSecOps implementations.
• Collaborate with privacy, risk, legal and security teams to ensure compliance with all relevant regulations and standards.
Preferred Experience:
• Minimum of 5 years of experience in technology leadership roles, with at least 5 years in Operational Technology.
• Proven ability to design, implement, and scale DevOps or DevSecOps solutions while managing cross-agency or multi-stakeholder projects.
• Experience in evaluating and establishing governance or operating models for large-scale technology initiatives.
• Demonstrated success in partnering with external vendors and aligning solutions to organizational goals.
Technical Expertise
• Expertise in integrating DevSecOps devices with IT and OT environments, ensuring operational alignment and security.
• Proficiency in enterprise platforms like ServiceNow and identity management systems.
• Cloud security, networking, and experience with platforms like AWS, Azure, or Google Cloud.
• Cloud Security Posture Management (CSPM): Understanding how to manage and secure cloud environments.
• Identity-Based Security: Ensuring secure access to cloud resources.
• Identity and Access Management (IAM): Managing user access to cloud resources.
• Windows PowerShell and Bash shell
• Programming Build and Package Management: Knowledge of languages like Maven, Gradle, Dotnet, MSBuild, NPM, Python, or Ruby is essential for automating tasks and managing infrastructure. This helps in writing scripts for deployment and integration.
• Version Control Systems (VCS): Proficiency in tools like Git is necessary for tracking code changes, collaborating with teams, and maintaining code integrity.
• Continuous Integration/Continuous Deployment (CI/CD): Understanding CI/CD practices and tools (e.g., Jenkins, GitLab CI) is vital for automating the software delivery process.
• Containerization and Orchestration: Familiarity with Docker and Kubernetes is important for managing containerized applications and orchestrating microservices.
• Infrastructure as Code (IaC): Knowledge of IaC tools like Terraform or Ansible allows for automated infrastructure management, making deployments more efficient and reliable.
• Proficiency in programming languages such as C, C++, Java, YAML, JavaScript and Python.
• Project and SDLC workflow.
• Test Use Case Management.
• SAST Code Scan: white-box testing method that analyzes source code, bytecode or binary code of an application during the early stages of the software development lifecycle.
• Static Code Analysis: and familiarity with code quality and security best practices. Experience using Coverity Static Analysis tools, as well as proficiency in programming languages such as C, C++, Java, JavaScript and Python
• API endpoint automation/
• Secret Management.



Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4 Systems Programming, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
