Duties Description The REO-3 oversees and directs professional right-of-way staff in Main Office including at least three Bureau Directors at Grade 23 or higher. Incumbents will be responsible for the management, guidance and oversight of the statewide real estate policies and programs and the Bureaus which implement them.
1. Manages the Right of Way Office including its Bureaus of property acquisition, appraisal, property management, and program/liaison.
2. Provides management, guidance and oversight of the regional offices of Right-of -Way to ensure the uniform application of the laws, rules, regulations, policies and procedures.
3. Supervise lower-level real estate officer positions in Main Office Right-of-Way.
4. Develops guidance, technical direction, policies, procedures, laws, rules, and regulations related to the Department’s real estate operations.
5. Implements guidance, technical direction, policies, procedures, laws, rules, regulations and issues directives regarding Statewide Departmental real estate programs.
6. Provides right-of-way policy and technical advice to other Departmental staff regarding real estate operations, legal requirements and legal limitations.
7. Coordinate right-of-way program activities with other operating units’ projects and programs which are affected by the Department’s real estate operations.
8. Represents the Department in dealings with the general public.
9. Represents the Department in dealings and negotiating with consultants and contractors, including review and approval of contract terms and conditions, and review and approval of invoices for services rendered.
10. Represents the Department in dealings with State, Federal, and local agencies and officials.
11. Develops, administers, and evaluates the Statewide Real Estate annual and multi-year
programs and operational plans, including deployment of staff and resources, establishing staff needs, budget requests, training, quality control, and management & oversight of consultants.
12. Reviews and approves terms and conditions of acquisitions, surplus sales, use and occupancy permits, local programs, liaison and all associated documentation.
13. Oversee and approve work performed by contractors or consultants in areas such as appraisal, title reports, information technology, or by supervising subordinate Right-of-Way staff assigned to review such documentation.
14. Serve as a technical expert in legal proceedings or in other legal matters involving right-of-way.
15. Coordinate with Legal Affairs and other operating units within the department when program actions have legal or political implications and/or involve large dollar values.
16. Serving in a leadership role as part of the Main Office’s Incident Command System structure to support the Department's response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
