Duties Description This position is on the Employer Support Team in the Bureau of PeopleSoft & Payment Applications within the Chief Information Office.
• Lead technical team supporting Oracle PeopleSoft systems for Retirement Services.
• Oversee analysis, design, coding, and implementation of solutions.
• Ensure adherence to coding standards and timely delivery of high-quality technical solutions.
• Coordinate testing and on-call support.
• Evaluate use of delivered functionality vs. customizations, gather and refine business requirements and translate them into technical specifications.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer Options:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:
• Demonstrated experience in Object-Oriented Programming (1 year to 2 years).
• Demonstrated experience in Detailed Design Specification Documents (1 year to years).
• Demonstrated experience in SQL.
• Demonstrated experience in PeopleSoft Development Tools/Code is preferred.
• Demonstrated experience with programming tools/IDEs (i.e.: Eclipse, Ultra Editor, etc.) is preferred.
• Demonstrated experience with database management tools (i.e.: Oracle SQL Developer, PL/SQL Developer, TOAD, etc.) is preferred.
• Excellent at communicating with technical staff and customers alike.
• Strong analytical thinker with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
• Demonstrated experience in adapting to new technologies as environment changes.
• Strong self-starter, with ability to pick up quickly on new technologies even when training and expertise are limited.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
