Minimum Qualifications Open to NYS employees with one year of permanent, competitive service as a Senior Budgeting Analyst, G-18, or reachable on the appropriate Civil Service eligible list. Also open to NYS employees with one year of permanent competitive service at the G-16 level or above who are in titles eligible for transfer to the title of Senior Budgeting Analyst under Section 52.6 of the Civil Service Law OR at the G-11 level or above in titles eligible for transfer to Budgeting Analyst Trainee under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels.
New York State employees with a Bachelor’s degree and one year of permanent competitive service at the G-11 or higher level who meet the criteria for transfer under Section 70.4 of the Civil Service Law will also be considered.
Duties Description Under the direction of the Business Systems Analyst 3, the Senior Budgeting Analyst, within Chief Administration, Finance Office, Accounts Payable, will provide support in the essential on-going financial transactions of ITS. Responsibilities include, but are not limited, to:
• Oversees, manages, and assigns the workload within Accounts Payable, specifically the processing of Contract, Stand alone and lease invoices.
• Works with ITS managers, the vendor community and external agencies to process transactions for payment for contractual services.
• Attends and represents ITS Accounts Payable at various meetings.
• Accesses and data enters into multiple systems to track and verify payments have been made.
• Based on existing workload and future forecasts, estimates the need for resources for the unit.
• Oversees the maintenance of supporting documentation both electronically and hard copies.
• Supervises two-three subordinate staff and performs all related task, including time and attendance and performance evaluations.
• Responds to questions both verbally and in writing to staff, ITS, external agencies, and the vendor community.
• Reviews and approves payments in compliance with terms of a contract and purchase order.
• Recommends changes in staff assignments to assist in achieving work goals.
• Knowledge in the Statewide Financial System (SFS) for reviewing PO and payment information.

Additional Comments The salary range identified above applies to candidates appointed to Senior Budgeting Analyst, G-18. The hiring rate for candidates appointed to Budgeting Analyst Trainee 1 starts at $39,713 and is based on the candidate's salary at the time of hire. Candidates hired into the Budgeting Analyst traineeship will be advanced to Senior Budgeting Analyst upon the successful completion of a two-year traineeship.
