Duties Description The Public Information Specialist 2 (Digital Content), SG-23, will report to the Public Information Specialist 3 (Digital Content), SG-25, of the Business Innovation Bureau and work in the Albany Main Office. The Public Information Specialist 2 (Digital Content) will perform managerial duties aligning innovative tools and solutions with the agency’s vision, goals, and objectives. The incumbent will assist in the overall management of core public-facing digital products and tools (including, but not limited to, the agency website and content management system, the NY State Parks Explorer mobile app, the email subscription cloud, and other integrations), planning future development, streamlining processes, supporting governance, improving the customer experience, and anticipating future needs. The ideal candidate should have a strategic and creative mindset grounded in best practices for digital products with an emphasis on successful user outcomes.

The duties of this position will include but are not limited to the following:


• Strategizes and delivers effective digital products or enhancement projects that increase customer satisfaction while supporting the agency’s priorities and strategic goals.

• Acts as a lead contributor in all the phases of projects-- strategy, design, development, testing/QA, deployment, ongoing maintenance, growth and evolution.

• Evaluates public-facing products against Digital First Standards, making recommendations for iteration and improvement.

• Supports website content management system (CMS), from permission administration, to content auditing, managing workflows, reinforcing governance to content editing and creation.

• Works closely with program managers, and operational teams to integrate customer experience (CX) considerations into project planning and execution.

• Leads training workshops and collaborative sessions to build buy-in and drive adoption of best practices.

• Simplifies complex government information or services into intuitive, user-centered experiences or products.

• Provides solutions to stakeholders by leveraging existing products and tools or by scoping future products, development work or enhancements.

• Leverages analytic data and feedback loops (e.g. survey, performance data, usability testing) and synthesizes findings into actionable

• Monitors product performance, identifies gaps and potential impacts to the agency and its operations and provides paths to mitigate them.

• Cultivates a strong working rapport with state and vendor partners, project managers, product owners, business analysts, designers, developers and subject matter experts.

• Supervises and delegates tasks to subordinate staff within the Business Innovation Bureau as needed.

Minimum Qualifications Non-competitive: seven years of experience in public relations, social media, and digital communications. Associate’s, bachelor’s, or master’s degree* in Communications, English, Public Relations, Social Media, Digital Communications, or similar degree, substitutes for two, four, or five years.

Promotion: one year of experience as a Public Information Specialist 1 (Digital Content).

• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a vehicle in New York State as a term and condition of employment.

Preferred Experience:
The ideal candidate will have:

• An understanding of digital technologies, web/UX design.

• Experience with website management and content management systems.

• Excellent communication skills, translating complex technical issues into clear, actionable language for non-technical stakeholders.

• Strong facilitation, writing and organization skills, with experience leading complex, cross-functional projects.

• Experienced with tools like Atlassian Confluence and JIRA, Drupal, Google Analytics, GovDelivery.
