Minimum Qualifications Eligible for a lateral transfer by having one year of permanent competitive service as an Assistant Purchasing agent;
OR
Candidates must be reachable on the current eligible list for the Purchasing Agent Trainee in Albany.
Note: Candidates who are currently on the eligible list for the Purchasing Agent Trainee in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.
Duties Description Duties of the position will include but not be limited to the following:
• Initiate and process purchase requisitions(PRs) or purchases involving a Procurement Card (P-Card) in both OTDA's internal Purchasing System (PRISM) and the Statewide Financial System (SFS);
• Obtain price quotes from supplies, gather and prepare specifications from suppliers or agency personnel, evaluate bids and review requisitions for purchases;
• Resolve any issues with program areas concerning Purchase Orders (PO’s);
• Determine how to procure by using OGS contracts, Preferred Sources and Open market requests;
• Reconcile monthly P-card purchases in Prism and in SFS, provide backup documentation, research discrepencies, obtain credit on returns/overcharges and sales tax charges;
• Manage the OGS Equipment Maintenance Program (REMI) monthly charges between the program area's and REMI;
• Notify vendors of change in maintenance arrangements and obtain new quotes for maintenance from vendors for REMI purposes;
• Utilize the ESD, MWBE directory for purposes of MWBE participation in all of our purchases;
• Cooperate as needed with BSC in deterimng the status of PO’s in SFS.
Additional Comments Appointment will be contingent upon Division of Budget approval to fill. You must be a current NYS employee to apply for this position. A full time permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
