Duties Description Responsibilities: This position is in the Department's Bureau of Budget Management. The successful candidate will be responsible for the budgetary oversight of several DOH functions and programs as assigned, which may include: federal grant request coordination and submission; State Operations, Aid to Localities, and capital-funded programs; assist in preparation of the Department of Health Budget Request; track and project disbursements for multiple public health insurance programs; review contracts and Request for Proposals; review current and proposed legislation; process interagency payments; data analysis; relay information to staff throughout the Department; resolve funding issues; act as a liaison between the Department of Health and other agencies; implement the State budget; and various other tasks, as assigned. The position may be required to supervise Senior Budgeting Analyst and clerical staff.
Minimum Qualifications Current DOH employee with one year or more of permanent or contingent-permanent competitive service as an Associate Budgeting Analyst, G-23 or a current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-21 or higher, and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Familiarity and/or experience with several of the following: budgeting for public health insurance programs; cash management; Federal grant management; SFS Chart of Accounts logic and associated budgetary, transactional and reporting modules; utilizing automated systems; and, development of financial impact analyses for legislative and regulatory initiatives. Other desired skills include: advanced Excel skills; proficiency with other productivity software; and experience with financial or data systems.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
