Minimum Qualifications Applicants must have one year of permanent competitive service as Budget Examiner, M/C-18, OR one year of permanent competitive service in a title eligible to transfer under section 52.6 of Civil Service Law.
Duties Description The incumbent will be part of a five-person team responsible for the analysis, development, and implementation of key aspects of the Executive Budget process. The incumbent’s duties will include:
• Procedure planning and scheduling for development of the Executive Budget;
• Develop and issue budget request, budgetmaking and budget implementation memoranda, forms and instructions, providing both policy and technical guidance;
• Produce the Executive Budget appropriation bills and publications;
• Coordinate various assignments related to achieving budget enactment;
• Plan and coordinate Division-wide information-gathering exercises;
• Analyze the process and systems needs and develop/implement solutions;
• Provide advice and assistance to examination unit staff on specific procedural and other technical questions -- e.g., on appropriation bills and other Executive Budget documents; and
• Administer DOB responsibilities for the Community Projects Fund.
This position provides the opportunity to work on a wide range of mission critical Division processes. In performing the above responsibilities the incumbent will interact with staff at all levels throughout the Budget Division, Governor’s Office, the State Comptroller’s Office, and the Legislature. The incumbent will also initiate, and participate in, efforts to improve the Division’s procedures and automated systems.
