Duties Description Under the direction of an Associate Director of Human Resources 1, the selected candidate will be an integral part of the New York State Office of Parks, Recreation and Historic Preservation’s (OPRHP) Performance Management & Recruitment Unit. They will assist management with recruitment, probation/performance management, and communications. The incumbent will also supervise and train Human Resources Specialist 1/Trainee 1/2 staff.
The Human Resources Specialist 2 job duties include but are not limited to:
Performance Management:
• Develop and prepare processing of performance development and traineeship plans for new and current employees, including assistance with the development of tasks and standards in line with Civil Service Classification Standards.
• Prepare or supervise the preparation of various reports and related correspondence.
• Oversee the processing of performance evaluation paperwork following a change in supervisor or title and/or for newly hired employees.
• Review and assist with the processing of terminations, fast tracking requests, early probation completions, and probationary extensions due to absences per the agency policy and/or in accordance with controlling policy and procedure.
• Prepare and send probation and performance management emails and track responses in corresponding spreadsheet; notify appropriate staff about questions regarding employee probations or performance; send emails/letters as appropriate in follow up to probation/performance management decisions.
• Develop, implement, and monitor internal control procedures to ensure the timely submission of accurate evaluation documents and probation reports.
Staffing, Classification & Recruitment:
• Perform various personnel activities, such as creating new positions (classification), recruitment, hiring, and assist with employee relations to maintain an ideal workforce.
• Assist with special assignments, such as creating customized recruitment plans for unique or high-profile positions; planning and re-evaluating a year-round recruitment calendar; seeking out a diversified group of career fairs to attend; and collaborating with Public Affairs to design recruitment print and digital media.
• Work directly with internal Human Resources, regional, and division/bureau staff to create and post jobs; download, review, and share resumes; attend recruitment events state-wide and coordinate with other agency staff to attend their local recruitment events; and assist with other recruitment tasks as needed.
Other:
• Supervise and train lower level professional and clerical staff.
• Schedule and assign work to subordinate staff, and adjust workload to reflect changes. Monitor work progress and review completed work.
• Create reports and provide data analysis as requested by management and executive staff.
• Answer various types of communications (phone, e-mail, and letters) from Regional Business Officers and Managers concerning general issues and inquiries.
• Review and evaluate polices and procedures and recommend and implement new and revised ones.
The incumbent selected for this position must possess excellent communication skills. They will be required to establish and maintain working relationships with professional, paraprofessional, and support staff. The incumbent selected for this role must also be open to traveling to career fairs across the state.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Human Resources Specialist 1 or a Human Resources Specialist 1 (Labor Relations). If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Human Resources Specialist 2 exam, if said exam was held within the last four years.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Children & Family Services Specialist 2, SG 23. Only the title listed is eligible for 70.1 transfer.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Schedule:
• Workday may be 8am - 4pm, 8:30am - 4:30pm, or 9am - 5pm.
Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
