Duties Description The Professional Engineer 4 (Environmental), located in Central Office - Albany, in the Division of Air Resources, will serve as the Bureau Director for the Bureau of Air Quality Surveillance. Specific duties will include:
1. Manage and supervise the staff and resources of the Bureau of Air Quality Surveillance.
a) With the intermediary assistance of Section Chiefs, manage a diverse staff of engineers, chemists, research scientists and lab equipment designers. BAQS staff are assigned to multiple work locations, with most located at the SUNY East Campus lab in Rensselaer. Oversight, supervision and development of staff will require the BD to spend approximately 50% of their time at the SUNY East Campus lab.
b) Oversee the administration of personnel policies and procedures, including the timely completion of employee probation reports, performance reviews, and the training and development of staff. When necessary, assist in formal counseling of employees and initiate disciplinary action.
c) Develop an annual work plan with goals, tasks, measurable objectives and workload estimates for staff and an annual non-personnel services budget. Resources are to be allocated and managed to complete the Bureau's objectives.
2. Oversee the implementation and maintenance of the state's ambient air monitoring networks. Ensure the Bureau's air monitoring program and air monitoring network are meeting all EPA data requirements and Program research needs.
3. Serve as the principal liaison with the USEPA on the State's air quality monitoring program. Ensure timely reporting of air quality data.
4. Provide oversight and direction on research related to air quality monitoring methodologies and analyses. Ensure staff stay abreast of the most recent technical advancements and utilize current research to best understand the air quality impacts of NYS. Represent DEC in formulating policies at national and regional air pollution control agencies.
5. Manage and control the expenditure of more than $1,000,000 of annual non-personal service funds and capital funds used for operation of the network.
6. Represent the Division/Department in multi-state and multi-agency groups.
Minimum Qualifications Reassignment – Currently in the title and an employee of DEC.
OR
Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.
OR
Transfer Eligible – One year of permanent competitive service at Salary Grade 29/M3 or higher and: Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. Additional Comments The starting salary for this position is $134,507. This amount is comprised of a base salary of $127,507 and a geographic pay differential of $7,000 specific to the title and location of the position.
The job rate for this position is $167,911. This amount is comprised of a base salary of $160,911 and a geographic pay differential of $7,000 specific to the title and location of the position.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.
