Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the New York City Field Office. The incumbent will work under the direction of the New York City Field Office Director of Adult Services to integrate concepts of psychiatric rehabilitation which includes helping individuals with implementing their life role goals around learning, work and full community participation and inclusion in all NYCFO efforts whether they relate to treatment, housing, quality, or fiscal issues. Specific duties to be performed may include, but are not limited to, the following:

• Oversee psychiatric rehabilitation and wellness initiatives in the NYCFO.

• Collaborate with Central Office staff on statewide projects.

• Serve as the NYCFO lead for PROS services, HCBS/CORE services, peer advocacy and services, wellness activities and workforce development.

• Manage the training, technical assistance, program development and oversight of NYC PROS including coordination of regular provider meetings; on-site individualized technical assistance; collaboration with OMH-funded training and technical assistance entities; and support and consultation for NYCFO licensing staff as well as, participating in on-site and virtual licensing reviews which include NYC PROS programs.

• Provide CORE/HCBS oversight and technical assistance including site visits and remote reviews, coordination of monthly provider meetings, and offering both programmatic and managed care technical assistance.

• Provide training and technical assistance regarding PROS, HCBS/CORE services and psychiatric rehabilitation and wellness activities to government agencies, community-based organizations, Health Homes, Managed Care Organizations, to enhance integration and support for rehabilitation services.

• Collaborate with CO and FO staff to support housing stability by enhancing the capacity of PROS and HCBS/CORE providers to deliver quality rehabilitation services and fostering partnership amongst hospital and community providers.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
To be eligible for appointment, candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer Opportunity:
Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level.

Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
