Duties Description
• Maintain a working knowledge of exchange agreements between New York State and the Internal Revenue Service, NYC Finance, and other states’ tax agencies.
• Communicate via telephone, in person, or written correspondence with the IRS, NYC Finance and other states’ tax agencies.
• Provide federal information to authorized employees in accordance with exchange agreements with the IRS.
• Process tax validations for department new hires and tax clearances for the Governor’s Office.
• Process filing history requests from NYC Dept. of Investigations, Council and Finance.
• Review incoming taxpayer and third-party requests for completeness.
• Use various DTF applications to gather information for responses to requests from taxpayers, authorized requestors, and/or the IRS.
• Send correspondence and tax information to taxpayers, authorized requestors and/or the IRS.
• Access and compile data on various software systems and Disclosure’s inventory databases
• Demonstrate exceptional attention to detail and the ability to effectively prioritize work based on various deadlines.
• Demonstrate strong oral and written communication skills.
• Participate in meetings; obtain relevant information from various personnel at meetings and various work sites; analyze information and translate data into comprehensive reports for management review.
• Create written procedures for new work processes and/or maintain comprehensive documentation of unit policies and procedures and train staff as needed.
• Assist in the development and communication of division performance measures.
• Assist in analyzing, developing, implementing and testing new software/databases or enhancements to existing software/databases.
• May supervise support staff.
• Adhere to the Department’s time and attendance requirements.
• Follow Department rules and division procedures and policies including the Code of Conduct, ethics practices, security and confidentiality rules.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS):

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:
This position may be filled as a traineeship. Appointment level is at the discretion of the hiring agency.

Trainee 1, equated to SG-14: Starting salary is $53,764,

Trainee 2, equated to SG-16: Starting salary is $59,994

Successful completion of a two-year traineeship will lead to SG-18: Starting salary is $66,951.

Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefi or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive Minimum Qualifications:
Current NYS employee eligible for 70.1 transfer under the provisions of NYS Civil Service Laws, Rules, & Regulations.

Immediately reachable on the appropriate eligible list for this title and location.
