Duties Description Under the supervision of a Bureau Chief or Section Head, serve as a Division of Marine Resources Unit leader to manage and maintain the state’s marine fisheries and protect their habitats through monitoring, research, and development of recommendations for management actions. The Unit leader represents the Department and Division on various work groups and technical committees, and coordinates with internal and external partners. The unit leader coordinates all necessary legislative reviews, develops and/or reviews guidance and policy documents associated with programmatic issues, pursues federal grant opportunities, manages federal grants, and completes other tasks as necessary to ensure programmatic success. The Unit Leader supervises Biologist 1’s and/or other professional, scientific and technical staff, assist staff with professional development, assure work plans incorporate Department and Division priorities and are updated appropriately. In partnership with Bureau Chief or Section Head and other appropriate Division staff, set staff priorities, delegate work and assure staff are accountable for completing assignments as per work plan goals. Keep LATs, performance programs and evaluations current.

The Restoration Planning and Policy Unit leader will also manage the Division’s involvement in coastal resiliency planning and coordinating various projects that preserve and restore coastal ecosystems, particularly salt marsh and seagrass habitats. The Unit leader manages staff that undertake wetland health assessment surveys on DEC-managed lands to identify restoration targets, conduct seagrass surveys and develop management plans to support implementation of the Seagrass Protection Act, and work with external partners and the public to promote the use of living shorelines and other natural resiliency measures. The Unit leader will coordinate with appropriate Regions, Programs, and Divisions on regulatory reviews and identify and provide information on regulatory implications of marine habitat projects. The Unit leader will review and manage marine habitat related grants and proposals.

The Ocean Program Unit leader will also manage contracts, coordinate with regional partners, serve on various work groups and technical committees, and support outreach efforts to implement, and track implementation of, New York’s Ocean Action Plan. The Unit leader is responsible for programmatic and fiscal development and management of contracts, memorandums of understanding, cooperative agreements, federal grants, and other mechanism appropriate for partner engagement and coordination. Moreover, the Unit leader will be responsible for development of the next 10-year Ocean Action Plan which requires coordinating heavily with both governmental and non-governmental partners, synthesizing and responding to public input, and coordinating internal executive review and briefings.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and

Eligible for transfer under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
