Duties Description Qualified and individually motivated individuals will report to the Director of the Division of Community Integration and Alzheimer’s Disease within the Office of Aging and Long-Term Care. The position will lead projects related to the provision of services to some of New York’s most vulnerable residents impacted by: Traumatic Brain Injury, physical disabilities and aging. The incumbent will provide oversight of the daily operations of two 1915(c) waiver programs and related housing programs; ensure program quality by monitoring program activities and data to ensure compliance with federal and state requirements; lead/participate in creating meeting content for stakeholders, providers, contractors and the NYS Traumatic Brain Injury Services Coordinating Council. The Bureau Supervisor will initiate program integrity activities related to fiscal planning, and quality assurance; and participate in compliance meetings and activities with the Centers for Medicare and Medicaid Services (CMS.) The incumbent will provide supervision to professional positions with expertise in project/contract management, data analysis, and policy development. The incumbent will be responsible for the oversight of contract activities, expenditure planning and oversight of contract deliverables. The incumbent will be available to support the Center Director and Division Director, including representation at meetings. This position also involves liaison roles with other key function areas in OALTC and DOH. Other duties as assigned and directed by the Center Director and Division Director to develop and implement effective program oversight and other initiatives to meet Bureau, Division and Center goals.
Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2, G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law; OR reachable on the Civil Service eligible list for this title.
Preferred Qualifications: Knowledge of long-term care related services and supports. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment. An understanding of housing needs and resources in NYS. Knowledge of Medicaid Waiver programs and criteria. Excellent organizational skills with the ability to prioritize multiple assignments. An understanding of 1915(c) Medicaid Waiver Programs. Proficient in the use of standard office technology and basic Microsoft applications. Knowledge of eMedNY and analysis of claims data. The capability to travel within NYS as needed.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
