Duties Description Reporting directly to the Bureau Director, the Project Manager 5 will serve as the Assistant Director for the eMedNY bureau overseeing the Project Management Office (PMO) and Operations Unit in the New York State of Health’s Division of Systems. Specific duties include, but are not limited to:
Overseeing the most complex projects in a cross-functional environment, while managing the eMedNY portfolio and work for more complex larger projects and efforts.
Training and managing all staff on Business Relationship Management (BRM) processes to ensure stakeholder alignment on priorities
Directing, coordinating, and managing activities of eMedNY staff to ensure that project/operational objectives are met and align with vendor contracts and DOH goals.
Aiding the Director in the development and implementation of governance and prioritization processes while working with staff and stakeholders to ensure these processes are understood and followed
Overseeing the development and implementation of unit wide processes and policies
Establishing portfolio management processes for project and operational portfolios
Working with leadership to develop procurement and system modernization plans, including RFPs, RFQs and other procurement methods
Coordinating with other DOH units to analyze IT solutions
Participating and effectively communicating directly with the bureau director and other senior stakeholders on status, priorities, risks/ mitigation strategies, and modernization strategies
Aiding the bureau director with leadership and vision for the eMedNY team by establishing communications and strategic goals that align with division and agency goals
Ensuring appropriate review and approval of project deliverables across multiple areas and stakeholders, both inside and outside of the division
Working with vendors on all applicable processes for continued operations of the eMedNY system and any modernization activities
Instructing and assisting the bureau with IT goals and objectives as defined by bureau director and division leadership
Monitoring project plans for work of both the PMO and Operations units; provide coaching and guidance to ensure delivery of planned milestones.
Mentoring subordinate project managers on PMBOK standards, business systems analysts on standards developed by PMI for BSAs, and operational staff on unit set policies
Evaluating metrics to ensure progress towards project management and operational objectives
Compiling and organizing information gathered from projects and operational efforts to provide a source of historical information for future projects
Maintaining an understanding of industry standards related to project/portfolio management and vendor management
Developing a deep understanding of the current vendor’s contract to actively manage the eMedNY vendor’s activities
Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Project Manager 5, G-29 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-27 and deemed eligible for transfer to Project Manager 5, G-29 under Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Professional (PMP) certification from the Project Management Institute
Demonstrated experience managing multimillion-dollar, complex technology system in a cross-functional environment
Demonstrated experience working with business analysts and business analysis work products to ensure implemented solutions meet business, stakeholder and functional needs
Demonstrated experience delivering projects under tight deadlines while meeting scope and budget
Demonstrated experience managing both Waterfall and Agile projects.
Demonstrated experience supervising project management, business analyst staff, technical staff, and subject mater experts
Demonstrated experience developing and providing project management training
Demonstrated experience in Medicaid or other healthcare systems
Demonstrated experience managing competitive procurements and selection of vendors Project Management
Demonstrated experience managing vendors and contract staff
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
