Duties Description The Assistant Director of Building Standards and Codes duties in the division of Building Standards and Codes will include but not be limited to:
• Supervise Manager Building Standards of Codes for Western Region of the State.
• Oversee and coordinate advisory examination of plans and specifications submitted by localities operating under the State Uniform Fire Prevention and Building Code.
• Oversee the preparation, revision, and amendment of the Uniform Fire Prevention and Building Code and State Energy Code, and other documents such as, Rules and Regulations of the Municipal Residence Law, and the State Manufactured Housing Code.
• Coordinate code writing work to ensure uniformity in theory, approach, and terminology.
• Review operation of State Code and local building codes.
• Explain the building and housing codes at meetings of municipal boards, councils, professional, and technical groups. Participate in public hearings, and Boards of Review within the Western part of the State.
• Conduct special engineering and architectural reviews of applications, permits, or other authorizations for construction of buildings for variance from the State Building Code Council.
• Advise municipal officials regarding administration, enforcement, and interpretation of the State Building Codes. Perform the full range of administrative supervisory responsibilities for the region.

Minimum Qualifications PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Assistant Director of Building Standards and Codes the Department of State may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Assistant Director of Building Standards and Codes exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a Manager Building Standards and Codes, and NYS licensure and current registration as a Registered Architect or Professional Engineer.

52.7 NON-COMPETITIVE PROMOTION (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Manager Building Standards and Codes.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
