Duties Description The Park Operations Manager 1 is a member of the Taconic Region Management Team and works closely with the Regional and Assistant Regional Directors to oversee the region. This position works with all managers in the region to guide operations. The incumbent will also be assigned some special projects within the Taconic Region. They will investigate complaints, seek resolutions, and assure all policies, rules and regulations are followed by staff and patrons.

The duties of this position will include but are not limited to the following:

• Supervise a group of facility managers in the Taconic Region
• Monitor overall operations at an assigned group of parks and sites
• Help plan and facilitate the allocation of SPIF funds for maintenance needs within the region
• Work with facility managers on park development plans; approve and regulate the use of park facilities
• Work with facility managers to identify equipment needs at their facilities and coordinate with the Regional Equipment Coordinator on procurement.
• Coordinate with Emergency Management on Sawyer Crew Requests and other deployments
• Work in partnership with many community groups for the benefit of the region
• Investigate complaints and seek resolutions
• Develop, implement, document, and coordinate emergency preparedness and response procedures and incidents
• Investigate accidents and take corrective actions
• Manage other projects as assigned

Minimum Qualifications If Civil Service Eligible list(s) exist, they will be canvassed. You may also apply if you are eligible for appointment by one of the following qualifications:

52.6 Transfer Qualifications:

At least one year of permanent or contingent-permanent qualifying service as a Grade 23 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:

To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of qualifying service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Park Operations Manager 1 exam, if said exam was held within the last four years.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Provisional Qualifications:

In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

At least one year of qualifying service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Reassignment Qualifications:

Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Operations Manager 1; if you have less than one year, you must be reachable on the current Park Operations Manager 1 eligible list for this location.
