Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Manager of Information Technology Services 1 (SG27), within the Dedicated Support Division/DOH Bureau/Product Development Section, the position will be a key player in designing, developing, and maintaining complex software solutions using Microsoft technologies to support the critical mission of the New York State Department of Health. You will leverage your deep expertise in .NET (C#), Oracle PL/SQL, Power Platform (Power Apps, Power Automate, Power BI), and API development to deliver impactful solutions. You will also provide technical leadership, mentorship, and support to other team members. Specific duties include, but are not limited to:
• Lead SDLC activities for the .NET 8 web application development team, ensuring robust and scalable solutions.
• Develop and maintain high-quality .NET applications, including web APIs, microservices, and backend systems, using C# and .NET Core.
• Review program specifications and provide feedback as needed.
• Design .NET solutions to business requirements.
• Review ITS Platform Services documentation and incorporate into system design.
• Consult with other IT staff to confirm feasibility and efficiency of the overall design.
• Provide estimates to management for any tasks related to a project or system change.
• Prepare functional specifications documentation for modules.
• Collaborate with other developers on the team, following code branch management strategy.
• Lead and participate in design reviews and code reviews.
• Resolve defects, and document in the defect tracking system the changes that were made.
• Resolve any identified application vulnerabilities and avoid them altogether.
• Deploy changes to sandbox environments, and document migration steps for deployment to subsequent application.
• Develop impact assessments and estimates for system upgrades, legislated changes, or user requests.
• Ensure compliance with development and migrations practices.
• Utilize Oracle database.
• Write and maintain PL/SQL stored procedures.
• Write and maintain complex SQL queries.
• Design and develop RESTful APIs to facilitate integration between systems.
• Assist with Oracle database design and generation of DDL scripts.
• Develop and execute system test plans and coded unit testing procedures.
• Provide technical leadership and mentorship to other developers.
• Collaborate with business analysts, project managers, and other stakeholders.
• Perform full range of supervisory duties
Minimum Qualifications Six (6) years of information technology experience, two (2) years of which must be within the discipline of product management.
SUBSTITUTIONS:
• Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience.
• Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.
• Bachelor’s degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience.
• Bachelor’s degree in any field substitutes for two (2) years of general information technology experience.
• Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.

Preferred Qualifications
• 3+ years of experience with Microsoft Dynamics Power Platform (Power Apps, Power Automate, Power BI).
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
