Duties Description Under the direction of the Criminal Justice Program Specialist 3, the Public Safety Program Specialist 2 serves as Program Manager over the Office of Public Safety’s Security Guard Program. New York State law requires registration and training of security guards in the state. The DCJS Office of Public Safety provides administrative oversight for mandated security training and approves security guard training schools. Specific duties include, but are not limited to:
• Assign, review, and handle instances of highest complexity involving processes including but not limited to:
o review and approval of security guard school and instructor applications for providing mandated security guard training;
o review and approve security guard school curricula to ensure compliance with Program rules and regulations;
o conduct site inspections of security guard schools to determine compliance with Program rules and regulations;
o conduct inquiries of schools and instructors concerning non-compliance with rules and regulations; conduct training for school applicants;
o assist with the design, development, evaluation and administration of security guard training programs;
o As needed, facilitate mandated and selected non-mandated law enforcement training within the State;
o reviewing and responding to incoming requests for information;
• Coordinate the work of and all communications related to the NYS Security Guard Advisory Council;
• Facilitate and conduct remediation sessions with security guard instructors and/or school directors found to be in non-compliance with program rules and regulations;
• Liaise with agency counsel on program matters including but not limited to;
o Preparation and/or oversite of documentation of complaints and investigatory materials for council hearings.
o FOIL requests and/or subpoenas.
o Provision of testimony when requested.
• Liaise with partner agencies regarding program matters including but not limited to NYS Office of the Attorney General, NYS Department of State, NYC Department of Investigation, NYC Department of Consumer Affairs.
• Administer the Acadis records management system for all security guard program training submissions and certifications inclusive of supervision of staff in the processing of approximately 375,000 records annually.
• Perform the full range of supervisory responsibilities.

Minimum Qualifications Non-Competitive: Seven (7) years of qualifying experience either as a law enforcement officer, law enforcement trainer, or public safety program administrator in a local, state, or federal agency; OR in the research, development, and implementation of training programs specific to one or more of the following areas: Law Enforcement, Fire Service, Domestic Preparedness, Emergency/Disaster Management, Emergency Medical Service, Safety, Health and Environmental Management or a closely related discipline.

Experience implementing security guard programs and/or training is preferred.

An associates degree or 60 credit hours may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience. Time served for basic/recruit training does not count towards the qualifying experience.

Promotional: One (1) year of service as Public Safety Program Specialist 1, SG-18.

Additional Comments Some positions may require travel to locations not serviced by public transportation.

Approximately 10% travel is required.
