Duties Description Working under the Peer-to-Peer Collaborative Development Team Lead, the Program Operations Specialist 2 will support independent program leadership, planning, development, monitoring, evaluation, statewide consistency, supervision and mentoring, and high-level facilitation. Specific duties include, but are not limited to:
- Provide independent leadership for the planning, development, implementation, monitoring, and evaluation of peer-to-peer workforce initiatives focused on cultural competence, diversity, equity, and inclusion, Active Bystander and Abuse Prevention, and other topics focused on improving staff morale, collaboration and ability to effectively navigate day to day complexities of human service work.
- Establish statewide frameworks, standards and expectations to ensure consistency and quality across all regions and districts.
- Lead and coordinate statewide peer-led initiatives, including facilitation alongside subject matter experts when appropriate.
- Lead interdisciplinary Communities of Practice, ensuring statewide consistency and implementation of best practices across all DSO regions.
- Guide the regional or district-level development of committees, learning groups, focus groups, and dialogue/discussion groups.
- Provide coaching or mentoring and guidance to designated peer leads and subject matter experts supporting local implementation.
- Provide leadership, resources, and guidance to support the development of strong, skilled training teams that increase employee engagement, morale, talent development, and knowledge transfer.
- Design and implement surveys to measure the quality, impact, and effectiveness of specialized statewide initiatives.
- Evaluate statewide delivery, identify trends, and recommend improvements to enhance program effectiveness.
- Develop processes, protocols and infrastructure to support effective and consistent practices and communication among the districts.
- Independently audit specialized initiatives and provide targeted, high-level feedback to ensure quality and program fidelity.
- Oversee the development of relevant programming that enhances employees' cultural awareness and strengthens the skills of peer leads across State Operations.
- Supervise Program Operations Specialists 1s.
- Draft presentations, reports and briefings for executive leadership on program activities, accomplishments, challenges and recommendations.
- Develop and strengthen statewide communication channels to improve consistency, peer collaboration and knowledge transfer.

Preferred qualifications include: Preferred candidate will have experience implementing Diversity, Equity, and Inclusion related initiatives, training front-line human service professionals and clinicians, and/or abuse prevention related initiatives. Preferred candidates will have degrees, and/or a clinical license in a mental health field such as social work, psychology, or mental health counseling.

Minimum Qualifications Promotion:
Candidates must be reachable for appointment on the current Civil Service Eligible List.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
