Duties Description • Enter delivery information into the Dock-Master computer system.
• Coordinate and assign unloading area for delivery vehicles.
• Answer incoming phone inquiries relating to delivery protocols and scheduling.
• Work closely with State Police staff to assist with questions regarding driver and vehicle credentials which arise in daily operations.
• Monitor docks for vehicles exceeding delivery time limits, improper waste disposal, and clear passageways.
• Assist Agencies, Vendors and Tenants with emergency access requests.
• Maintain hard copies for deliveries for referencing then destroy paperwork containing sensitive information after a predetermined time.
• Assist with plaza management to keep the staging areas free and clear from obstructions and ensure compliance is met with waste policies.
• Supervise state employees and contractors while they are staging, loading/unloading, and utilizing the Empire State Plaza P1 area.
• Answer any incoming phone calls, emails or messages relating to delivery protocol and scheduling.
• Troubleshoot any PC issues relating to Dockmaster computer system, and work with tenant agencies, State Police and ITS to resolve them together.
• Provide backup support for Screening Room functions; process and X-Ray incoming mail.
• Perform other duties as assigned.

Operational Requirements
• Ability to bend, lift, stand and walk for long periods of time.
• Ability to lift a minimum of 45 pounds.
• Ability to operate material handling equipment.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Applicants must possess one year experience where most work time is spent performing activities related to mail receipt, mail distribution, storage, and/or stores keeping.

OR
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 07 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
