Duties Description Position Summary:
Under the direction of IT Business Solutions leadership, the Business Systems Analyst 3 operates with significant independence to lead complex, mission-critical business analysis functions at NYSTRS. This role oversees activities such as business analysis, demand management, quality assurance, systems testing, implementation, and process improvement.

We will be filling three (3) Business Systems Analyst 3 vacancies. These positions will be in the following areas:

Application Architecture and Process Section:
Demand Management Unit – 1 Position
Business Analysis, Quality Assurance, and Decision Support Section:
Quality Assurance Unit - 1 Position
Business Analysis Unit - 1 Position

Job Duties:
The duties of the Business Systems Analyst 3 will include, but are not limited to, the following:

Demand Management Unit:
-Perform the role of the Demand Management Process Owner to include:
-Defining the overall mission of the process
-Establishing and communicating the process mission, goals, and objectives to all stakeholders
-Resolving any cross-functional (departmental) issues
-Ensuring consistent execution of the process across the organization
-Reporting on the effectiveness of the process to senior management
-Initiating any process improvement initiatives
-Monitor ServiceNow for demand submissions daily
-Collaborate with all our business units and key stakeholders on a regular basis to understand their demands and IT requirements by gathering high level scoping information for every demand. Document high level context diagrams in support of new demand scoping
-Evaluate and work with our business units and key stakeholders to prioritize incoming IT demands based on an agreed upon scoring framework, MoSCoW categorization, resource availability, and strategic alignment
-Work with IT Team Leads to plan and align demands within in our release management process
-Perform continual service improvement of our existing demand management framework and processes to streamline the intake, evaluation, and prioritization of IT demands
-Review and coordinate with IT leadership to assess the feasibility and capacity for fulfilling demand requests
-Monitor and report on the status of demand requests, ensuring transparency and effective communication with stakeholders
-Maintain our portfolio of Business Applications
-Maintain product release roadmaps within the Strategic Portfolio Planning workspace
-Maintain awareness of our existing business application portfolio and provided features and functionality
-Maintain awareness of new features and functionality offered by new releases of our business applications within our portfolio

Business Analysis Unit:
-Document as-is/to-be and creation of flows (traditional and cross-functional) or models according to NYSTRS standards and recognized business analysis methodologies
-Manage the relationship with project stakeholders to identify, model and document business process and data requirements?
-Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions, while working with Information Technology teams to ensure requirements are understood, developed, tested and delivered to specification
-Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule
-Work with the Project Team to ensure requirements’ gathering stays within scope or enact a change request if the scope needs to be revisited
-Utilize NYSTRS business requirements’ templates, may produce additional templates and, when needed, improve upon templates already in use
-Validate that solutions meet business needs by developing, maintaining and executing test plans, test cases and test data along with performing unit testing and documenting results
-Coordinate quality assurance testing and testing efforts including documenting and reporting user feedback and noted defects
-Develop training and user support materials in support of Information Technology related projects
-Deliver training to NYSTRS users in support of Information Technology related projects
-Provide project support as needed
-Schedule and direct meetings of project team(s) including NYSTRS management, users and other IT staff to perform analysis and requirements gathering for system projects
-Define the scope and time frame for project completion for subordinate staff
-Apply appropriate technologies, tools and concepts to effect positive results in the operation of the business
-Maintain awareness of new technologies and methods in implementing systems development and support functions
-Coordinate work assignments with subordinate and contract service personnel, as required, to meet project objectives
-Continuously strive to achieve departmental and company goals in the most cost-effective manner
-Regularly exercise discretion and independent judgment in the course of performing assigned duties
-Monitor the progress of work assigned to staff to ensure it complies with analysis standards along with vendor and industry best practices
-Assign and reassign staff within a team as needed to address project workload
-Assist staff in analysis technologies in order to mentor and coach
-Lead daily standup meetings with the team to ensure work is progressing in a timely manner
-Maintain staff training plans, research and recommend future training as needed to ensure adequate skill levels are maintained
-Write weekly status reports to management and users outlining completed tasks, as well as incomplete tasks and the time frames associated with accomplishing those tasks

Quality Assurance Unit:
-Lead the QA Process: develop, implement and manage quality assurance strategy for all applications (PeopleSoft, website, external applications, Mobile app, workday)
-Manage and mentor a team of QA Analysts
-Oversee the development and execution of test plans, scripts and scenarios for manual testing
-Oversee the research into automated testing software and develop a plan for implementing automated testing for every application
-Collaborate with business users, IT developers, and Business Analysts to define quality standards and resolve issues throughout the SDLC
-Implement and Manage defect tracking process, prioritizing issues based on impact and working with development teams to ensure timely resolution
-Ensure all digital touchpoints deliver seamless and flawless customer experiences
-Continually review and optimize QA processes, tools and methodologies to ensure scalability and efficiency
-Maintain clear and accurate records of all quality assurance activities, including testing results, defect tracking, and issue resolutions
-Provide project and operational support as needed
-Perform project management as needed
-Facilitation of meetings and trainings as needed
-Apply appropriate technologies, tools and concepts to effect positive results in the operation of the business
-Coordinate work assignments with subordinate and contract service personnel, as required, to meet project objectives
-Regularly exercise discretion and independent judgment while performing assigned duties
-Monitor the progress of work assigned to staff to ensure it complies with analysis standards along with vendor and industry best practices
-Assist staff in analysis technologies to mentor and coach
-Maintain staff training plans, research and recommend future training as needed to ensure adequate skill levels are maintained
-Work with your team to document weekly team workload planning, outlining planned tasks and percentages of time to be spent within each task
-Other duties as assigned

Minimum Qualifications Minimum Qualifications:
*Either 1) Reachable on the Civil Service eligible list; OR
2) Eligible for reassignment by virtue of having permanent competitive service as a Business Systems Analyst 3 (SG-25); OR
3) Eligible for transfer under the provisions of Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.

*The Business Analyst 3 is not an approved NY HELPS title. You must be employed by NY State and meet the minimum qualifications as outlined above.

Demand Management and Business Analysis Units:
-Possess strong supervision and time management skills; the ability to direct projects of a highly complex nature; prioritize and meet deadlines
-Ability to work within budgetary guidelines and support corporate goals and objectives
-Willingness to follow procedures; support corporate policy and objectives; delegate; be a team player; mentor and coach
-Significant experience with requirements gathering, as well as documentation and management, specifically creating business and functional requirements and specifications and requirements traceability matrices
-Experience with ServiceNow’s IT Service Management/Strategic Portfolio Management/IT Business Management application suites
-Experience developing functional and technical programming specifications
-Experience in the full system development lifecycle process
-Commitment to providing exceptional customer service

-Ability to mentor business analysts who are less experienced

Quality Assurance Unit:
-Expertise in QA methodologies, test automation and performance testing
-Experience with testing APIs, websites, web applications, PeopleSoft, Workday and mobile applications
-Experience leading QA teams
-Experience using test case management software to organize and manage test documentation and results
-Strong knowledge and experience with Agile methodologies
-Strong analytical and problem-solving skills with a detailed oriented approach to identifying and resolving issues
-Ability to lead cross functional teams and coordinate with multiple stakeholders to deliver high quality testing solutions
-Excellent communication and collaboration skills, with the ability to work cross-functionally and communicate QA findings effectively to technical and non-technical stakeholders
-Proficient in Microsoft office applications
-Ability to manage multiple projects simultaneously
