Duties Description The Office of Mental Health (OMH) is recruiting to fill an Operations Support Manager 2, M-2, position in the Administrative Support Services Group (ASSG). This group oversees a majority of non-clinical functions at OMH’s State Operated Hospitals. The Operations Support Manager 2 will assist with management and oversight in ASSG’s Bureau of Support Services, which includes several Central Office programs, including nutrition services, fleet management, real property, interior design, sustainability, capital projects finance, small-scale construction projects, and the Cook Chill Production Center. The incumbent will have direct oversight for the Capital Operations finance team, fleet program, and sustainability program.

Specific duties to be performed include but are not limited to working with a team to:


• Function as the lead finance manager for ASSG, which includes oversight of OMH’s State-operated capital budget valued at nearly $400 million annually. ASSG preserves and maintains the physical environment of the 26 State-operated OMH campuses through large- and small-scale construction projects. Typically, ASSG has roughly 600 active design/construction projects underway at any given point in time.

• Manage the Capital Operations team, which includes Capital Budget development, DASNY bond certifications, monthly cash tracking meetings, and a regular review of capital project expenditures to ensure they align with OMH goals.

• Assist the Director of Capital Operations in planning and managing budget resources, including consistent cash flow tracking for bondable and hard dollar projects. Provide program area analyses and recommendations for funding allocations based on spending patterns. Manage SFS reporting to track and forecast spending in alignment with OMH’s Five-Year Capital Plan. Participate in the development of budgetary guidelines and procedures as they relate to Support Services functions.

• Prepare, monitor, and adjust the ASSG annual divisional spending plan based on budgeted and actual expenditure data.

• Manage special projects as assigned by the Director of Capital Operations.

• Oversee the management of the fleet services team and program, which includes 1,700 vehicles. Develop and implement all OMH vehicle policy and procedure and ensure compliance with statewide policy and initiatives. Monitor the DMV Licensed Event Notification System for all Central Office personnel and collaborate with OMH Personnel, as needed.

• Manage all other fleet program activities and initiatives including vehicle surplus and auction, redeployment, participate in electric vehicle charging station planning, and Executive Chamber initiatives, such as vehicle telematics. Utilize multiple applications to track fleet-related metrics and monitor program internal control activities, provide analyses.

• Supervise the OMH Sustainability Coordinator who manages all agency efforts related to Executive Order goals and targets on fleet electrification, waste and recycling, use of renewable energy and energy efficiency, and construction. Oversee annual reporting requirements and track progress towards Executive Order benchmarks.

• Supervise professional staff ensuring that sound technical advice is provided to program managers and employees. Ensure that programmatic resources are managed properly and in accordance with agency policies and procedures.

• Assign and review work, conduct performance evaluations and probation reports.

• Other duties as assigned.

Minimum Qualifications Transfer:
Candidates must have permanent status as an Operations Support Manager 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must be a qualified employee of OMH and have one year of permanent competitive or 55-b/55-c service as an Operations Support Manager 1.

Additional Comments The Administrative Support Services Group is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.
