Duties Description Under higher level supervision, the Taxpayer Service Specialist 1(TSS 1) must be able to perform a variety of administrative and paraprofessional activities that support the work in the Office of Real Property Tax Services.
The incumbent must be able to perform the following essential functions:
• Perform a variety of administrative and paraprofessional activities that support the work of the Office of Real Property Tax Services.
• Serve as a member of a team charged with developing user requirements, procedures and/or testing of new or revised processing systems.
• Collaborate in the execution of test conditions to evaluate the accuracy of the system.
• Collaborate in the analysis of defects in systems and recommend solutions to address the defect(s).
• Multitask and prioritize assignments; organize workload and files for all assignments.
• Be detail-oriented and follow through with all aspects of assignments through completion.
• Organize and maintain files, spreadsheets; create reports and organizational charts.
• Communicate effectively via written, telephone and face-to-face contact with Department staff and management.
• Cross train with other staff and provide back-up if necessary.
• Provide program and technical assistance.
• Maintain confidentiality of information; exercise patience and good judgment in dealing with internal/external customers.
• Adhere to the time and attendance rules and regulations of the Department.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
This position may be filled as a two-year traineeship, the appointment level in the traineeship is at the discretion of the hiring agency.
? Taxpayer Services Specialist Trainee 1 (equated to SG-11, hiring rate $45,494)
An associate’s degree OR completion of 60 college semester credit hours
? Taxpayer Services Specialist Trainee 2 (equated to SG-13, hiring rate $50,844)
An associate’s degree OR completion of 60 semester credit hours AND one year of experience testing tax processing systems and/or resolving tax return processing errors.
? Taxpayer Services Specialist 1, SG-14 (hiring rate $53,764)
An associate’s degree OR completion of 60 semester credit hours AND two years of experience testing tax processing systems and/or resolving tax return processing errors.

Candidates must be NYS employees eligible for transfer in accordance with Civil Service laws, rules, and regulations.

55-b MINIUM QUALIFICATIONS:
You must meet the non-competitive minimum qualifications AND have a letter of eligibility from the Dept of Civil Service dated within the last three (3) years. You must submit your letter with your resume and acceptable proof of education.
