Duties Description Student Assistants will have the opportunity to work directly with attorneys within the Department’s Division of Legal Affairs, researching and assisting on the wide variety of legal issues intersecting the Department’s mission to provide a safe, reliable, equitable, and resilient transportation system that connects communities, enhances quality of life, protects the environment, and supports the economic well-being of New York State.

Under the supervision of an attorney for the Department, the Student Assistant will perform various duties including the following:

• Research and analyze legal issues, statutes, case law, opinions, briefs, and other material for use in preparation of recommendations and memoranda of law, contracts, agreements, and legislation. Topics to be handled include, but are not limited to, issues involving: Transportation Law, Highway Law, Vehicle and Traffic Law, Public Officers Law, highway construction and maintenance, railroads, Electric Vehicle Charging Infrastructure, Federal Highway Administration, traffic safety, highway beautification, environmental matters and minority/women owned businesses.

• Assist in the interpretation of pertinent laws, rules, regulations, procedures, etc., for compliance and enforcement issues.

• Assist Department attorneys with litigation on behalf of the Department including but not limited to: collaborating with Department and Office of the Attorney General representatives, formulating arguments and litigation strategies, reviewing, and compiling documentation, summarizing cases, and apprising necessary Department personnel of progression or changes in the case.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications Must be currently enrolled in an accredited degree program at an ABA accredited law school and must have completed at least 12 credit hours of study.

Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis.

This position is located at 50 Wolf Road in Albany, New York, and require an in-office presence. Telecommuting will not be possible.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
