Duties Description The incumbent will serve as a Supervising Recruitment Liaison within the Bureau of Staffing Operations and Support’s Employee Support Unit, providing oversight of recruitment activities and workforce coordination for the Office of Health Insurance Programs (OHIP). The position supervises unit staff and serves as a primary liaison with OHIP Executive staff, Division Hiring Managers, Employee Support staff, and the Department’s Human Resource Management Group.
Primary duties include reviewing recruitment requests to ensure alignment with civil service classification standards and organizational needs; coordinating recruitment approaches with management; submitting and tracking recruitment requests through approval; and managing approved recruitments from initiation through appointment in compliance with Department of Health and Civil Service requirements. Additional responsibilities include analyzing staffing data, supporting classification activities, preparing staffing reports, and coordinating recruitment efforts for high-priority initiatives.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one or more years of permanent or contingent permanent service as a Health Program Administrator 1, SG-23 OR Current NYS employee with one or more years of permanent or contingent-permanent competitive service in a salary grade at or above SG-21 and eligible for transfer via Section 52.6 or Section 70.1 of the NYS Civil Service Law.
Preferred Qualifications: Knowledge of human resources principles, civil service rules, and recruitment practices. Supervisory and staff development experience. Experience reviewing position requests and aligning duties with classification standards. Strong organizational, analytical, and problem-solving skills. Excellent written and verbal communication skills. Proficiency in Microsoft Office applications. Ability to work collaboratively with diverse stakeholders and manage multiple priorities. Attention to detail and commitment to responsive customer service.
