Duties Description The Health Program Administrator 2 will occupy a supervisory role and be directly responsible or the day-to-day management of the School Supportive Health Services Program (SSHSP). This includes the management of the contract for specialized services for Certified Public Expenditure claiming and oversight of major functions performed by the contracted vendor, implementation of budget proposals related to SSHSP, and managing related policy initiatives. The individual hired in this position will also assist in the design, administration, and management of the expanded SSHSP services. The HPA will perform professional administrative functions to support operation of public health insurance programs. Duties will include:
- Manage the current SSHSP Program
- work closely with the State Education Department to set policy, develop training and guidance materials
- Work directly with school districts to answer questions and disseminate updated policy information including preparing narrative reports, policy manuals, provider care standards, PowerPoint presentations, project plans, and memoranda pertaining to SSHSP
- Review documents and conduct research to ensure compliance with law, rules, and regulations pertaining to SSHSP
- Manage the Certified Public Expenditure (CPE) Claim for SSHSP
- Provide oversight and validate the work of the vendor for time studies and determine the CPE share that will go back to each school district
- Develop and submit annual CPE gainsharing distribution packages
- Manage the development and implementation of the SSHSP Expansion
- develop new policy and guidance materials related to the expanded eligibility for SSHSP service coverage
- Supervise all other OHIP SSHSP staff
Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G25 under Section 70-1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Candidate will demonstrate critical thinking and problem-solving skills with an emphasis on the ability to work well in a team and under time pressures. Project Management experience required. Experience working in Medicaid, healthcare, or health insurance preferred. Experience or knowledge of state processes, School Supportive Health Services Program and/or contract management desired, but not required. Excellent organizational and problem solving skills. Ability to work independently and manage multiple and changing priorities in a high-volume work environment.
