Duties Description One of the primary functions of the Bureau of Program Review (BPR), is to evaluate and monitor compliance with State and federal rules and regulations when recipients are determined eligible for Medicaid or Child Health Plus (CHP). BPR does this by conducting post-eligibility reviews, analyzing the results, and reporting them to upper-level management and various stakeholders. Numerous steps are involved in the development, implementation and reporting of an eligibility review project, including:

Planning and pre-review activities;
Review activities;
Data analysis and reporting; and
Follow-up/monitoring activities.


The HPA 2 will serve as a team leader by overseeing several types of post eligibility reviews (Medicaid-MAGI/Non-MAGI, CHP, active/negative) necessary to evaluate Medicaid and CHP eligibility determinations, enrollment processes, and/or payments, as well as the development of new or updated review methodologies and procedures to ensure ongoing compliance with program standards. Responsibilities include the following tasks:

Providing supervision to professional subordinate staff; coordinating staff assignments, setting priorities and deadlines associated with the eligibility and marketplace integration functions related to various BPR reviews, resolving issues as necessary, and reviewing, monitoring and evaluating staff performance;

Conducting policy research and thoroughly reviewing New York State of Health and Welfare Management System (WMS) system sample cases to determine the correct eligibility for review. This includes working with other Department agencies to obtain documentation information pertinent for the review of cases;

Developing trainings and review protocols for review staff that are specific to each review, including designing standardized review worksheets to ensure that reviewers conduct complete and consistent reviews as they perform related tasks;

Reviewing initial and peer worksheets completed by subordinate staff, performing quality control reviews/writing up findings and assigning finding codes for all cases;

Preparing statistical and/or narrative reports summarizing case review results for management review and approval. Draft correspondence to, and liaise with local social service districts concerning their review results; and

As needed, providing technical assistance to internal review staff, as well as Department management, local social service districts and other State agencies. This includes steps such as assisting with root cause analyses and collaborating with program staff about policy decisions to resolve deficiencies and inconsistencies identified during the process.

Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G23 under Section 70-1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; experience using electronic data systems, such as eMedNY and NYSOH Back Office; and supervisory experience.
