Duties Description ITS provides operational support to state agencies on a 24x7x365 basis. Some positions may be required to provide this critical service at any time.

The New York State Office of Information Technology Services (ITS) is seeking a visionary and highly technical Director of Identity & Access Management (IAM) to lead the strategy, architecture, and execution of the State’s enterprise identity program, NY.GOV ID.?The Director will?build and?lead a multidisciplinary team of identity engineers, architects, and analysts.?NY.GOV ID is?a mission-critical, statewide?identity platform, supporting?over?40?million?citizen accounts,?hundreds of?thousands of business users, and?400+?applications across more than 50 state agencies. The?current?platform?operates?in?a hybrid?IAM architecture, combining cloud-based identity services with on?premise?highly available?directory infrastructure?along with custom identity applications that manage authentication and identity workflows.??This role?provides?a rare opportunity to shape the future of digital identity at statewide scale while?balancing security,?availability,?usability, privacy, and regulatory compliance?and?enabling trusted digital services for residents, businesses, and partners.?

• Define and execute the multi-year strategy and roadmap for NY.GOV ID as a statewide identity platform.?
• Establish identity as a foundational digital product supporting citizen, workforce, and business use cases.?
• Align IAM strategy with statewide digital transformation, cybersecurity, privacy, and data governance initiatives.?
Platform Architecture & Engineering Oversight?
• Provide technical leadership across identity services including authentication, authorization, MFA, directory services, identity proofing, and fraud detection.?
• Oversee architecture and evolution of identity platforms and integrations (e.g.,?identity access management products, directories, custom authentication services, third-party proofing).?
• Ensure?usability,?scalability, resilience, and performance for mission-critical identity services supporting millions of users.?

Governance, Risk, and Compliance?
• Establish and enforce IAM governance models, standards, and patterns across agencies.?
• Partner closely with CISO, privacy, legal, and risk teams to ensure compliance with applicable laws, policies, and standards (e.g., NIST, FISMA, FedRAMP).?
• Lead risk-based decision-making for identity assurance levels, account lifecycle management, and access controls.?
Product & Service Management?
• Treat NY.GOV ID as a product: define service offerings, success metrics, adoption strategies, and continuous improvement plans.?
• Balance security requirements with user experience to enable trusted, accessible digital services.?
• Prioritize enhancements based on business value, risk reduction, and operational impact.?
People & Stakeholder Leadership?
• Build, lead and mentor a high-performing team of IAM engineers, architects,?analysts?and platform administrators.?
• Serve as an?advisor to agency, program leaders, and executive stakeholders.?
• Represent New York State in discussions with vendors, partners, and peer?jurisdictions.?
• Experience working in highly regulated or complex enterprise environments.?

Minimum Qualifications Minimum Qualifications:
Nine years of information technology experience, six years of which must be in the?appropriate specialty*, and three years must be at the supervisory level or one year at the managerial level leading and developing IT architecture programs.?



Preferred Qualifications:

*9 plus years of experience in the specialty of identity, access management, or security architecture, including leadership of enterprise IAM platforms.?

Demonstrated experience operating IAM services at large scale (millions of users, hundreds of applications).?

Strong technical background in authentication, authorization, IAM protocols (OIDC, OAuth2, SAML), MFA, directory services, and identity lifecycle management.?

Proven ability to lead cross-functional teams and influence executive stakeholders.?

Experience managing development teams and operations.??

Experience working in highly regulated or complex enterprise environments.?

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. This position will be located in either Albany, NY or New York City.

Salary is negotiable and commensurate with experience.
