Duties Description Duties will include but not be limited to:
• Plan, organize and direct the work of the Division through a strong management team.
o Establish and modify policies and procedures to meet the needs of the Division and its customers in a manner that is consistent with Department of State goals
o Interpret and clarify policy for Division staff and other units, agencies and stakeholders
o Develop and recommend new programs and Division initiatives
o Develop work plans for the Division's functional units. Ensure that such work plans support the Department of State's economic development efforts, protect consumers and serve the Division's customers
o Direct the development, implementation and evaluation of program activities and procedures
o Develop concepts for public outreach and education
o Monitor program functions and respond to issues in a manner that is consistent with Department of State policies and procedures and Division goals
o Resolve issues of concern within the Division in a timely manner and devise solutions to prevent the reoccurrence of similar situations
o Assess resource needs to enable the Division to fulfill its core mission and make recommendations to executive staff. Reallocate resources when necessary
• Represent the Division at internal and external meetings. Respond to inquiries from customers, Department staff and other stakeholders on Division specific issues.
• Supervise administrative staff and the Division's assistant director. Work with all managers to promote a healthy and safe workplace that meets Department and Division goals.
• Assist executive staff with tasks associated with management of the Division.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-29 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent competitive service as an Assistant Director Division Corporations & State Records.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Director Division Corporations & State Records, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Director Division Corporations & State Records exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:

Current Department of State employee with one year of permanent competitive service as an Assistant Director Division Corporations & State Records.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
