Duties Description The Health Program Administrator 2, G-25, will assist with management of the DOH Medical Indemnity Fund (MIF) Bureau operations. This Bureau is responsible for oversight and administration of the Medical Indemnity Fund. The Fund was established to provide a funding source for the future health care costs of qualified plaintiffs who suffered birth related neurological injuries due to medical malpractice during a delivery admission. Responsibilities include assisting with the management of clinical and/or administrative operations of the Bureau, which may include but are not limited to: supervision and management of professional staff, oversight of prior approval requests for medical review, quality assurance activities, assisting with policy development, operational evaluation and problem resolution; QA and oversight of vendor’s case management services, conduct and supervise activities necessary to achieve project goals and deadlines; set priorities in a multi-project environment, liaison with, and management of, vendors; general QA and oversight of claims processing, problem resolution, data analysis and report generation, assessing unit workload statistics, and training of staff. This position may also be responsible for written reports, communications, training, and other duties assigned to support Bureau operations.
Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive
service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Experience with and/or knowledge of the Medical Indemnity Fund or health insurance program functions is strongly preferred. Must have strong contract and vendor management skills. Must demonstrate excellent written and verbal communication skills, strong interpersonal and organizational skills, with effective critical thinking and decision making abilities. Strong project management and facilitation skills preferred. Clinical experience including reviewing requests for prior approval and supervision or management of professional clinical staff is preferred.
Additional Comments Telecommuting may be considered after one year of employment for individuals not currently employed within the Medical Indemnity Fund.
