Duties Description Under the supervision of the Contract Management Specialist III , this position will be responsible for the management and supervision of the Miscellaneous Procurement Unit within the Bureau of Contracts.
This position requires an experienced, knowledgeable and responsible individual with excellent organizational skills. It requires an extensive knowledge of DOH procurements and award packages as well as Federal and state procurement law, OGS Procurement Guidelines, Federal and OSC contracting requirement and background in administering the Minority Women Owned Business and Service-Disabled Own Business initiatives.
Specifically, the incumbent will be providing Departmental staff with the technical assistance and guidance on contract terms and conditions, solicitation language, and proper documentation to complete over 500 Miscellaneous and/or Commodity based transaction received yearly; Assist in the development, review and award of RFPs, IFBs, and SOIs, CRERs; work with the Department’s Legal staff, and supervise the performance of subordinate staff.
The incumbent will also respond to inquiries from the Office of the Attorney General and Office of the State Comptroller as well as Department Staff, ensure contractual processing deadlines are maintained, and Development of procurements are completed accurately and timely.
The incumbent will need to be familiar and have working knowledge of all rules, regulations, laws and policies surrounding DOH procurement and the MWBE, SDVOB, and SBE programs as well as ensuring the Department stays in compliance with moving the internal budgetary approvals, and monthly, quarterly and weekly reporting associated with these programs.
The incumbent will be responsible for exercising judgment to provide guidance to subordinate staff as well as internal program areas and outside entities to oversee review contracts and MWBE/SDVOB compliance (goal making, utilization plans, waiver/exclusion processing), as well as proactively raising suggestions, roadblocks, and opportunities for improvement to managerial staff.
Additionally, the incumbent will be tasked with generating required reports and manipulating/analyzing data to ensure both timely and accurate submission of required reporting such as the Prompt Payment, Omnibus, Single Source, Consultant Reporting, Utilization, Federal Environmental Protection Agency (EPA), Contract Reporter reports, and other reporting as assigned. The incumbent will participate in outreach and training efforts, both internally and externally, including updating the Department's MWBE/SDVOB website, compilation and review of training documentation, and attending vendor/agency networking events.
This individual will work on complex multi-component and IT related procurements. This incumbent will manage the daily Miscellaneous operations, oversee, track and report out on a team level the current procurements in house, status and will be responsible for escalating potential issues to the Contract Management Specialist III and Assistant Director.

Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as an Assistant Director of Financial Administration 1, Grade 25,

Permanent Transfer Candidates:
Current NYS employee with one year of permanent or contingent permanent competitive service in a title eligible for transfer to Assistant Director of Financial Administration 1, Grade 25, under Section 70.1 or 52.6 of the Civil Service Law.
The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications: Two years of permanent service in a financial management, contract management, or budgeting position
Experience with the Statewide Financial System preferred.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
