Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking candidates for an Information Technology Specialist 4 position within the Shared Platform Services Team. Reporting to the Manager Information Technology Services 1, the Information Technology Specialist 4 serves as the Microsoft 365 team lead. As the Microsoft 365 lead, the incumbent of this position will oversee and support NYSED’s Microsoft 365 environment which includes administration of Microsoft Exchange, Teams, SharePoint, Entra, Defender and Active Directory Users and Computers. The incumbent of this position will be held to high standards of integrity, and customer service, while also being expected to perform advanced technical work on complex projects. Duties of this position include, but are not limited to, the following:
• Monitor and support the Microsoft 365 environment;
• Provide expert level technical support to customers, team members and/or the Help Desk regarding all Microsoft 365 products/features;
• Supervise the use of Active Directory users and computers to create new user accounts, perform maintenance/updates to existing user accounts, and deprovision user accounts.
• Coordinate the management of New York State Directory Service (NYSDS) account identities including creating new accounts, reclaiming accounts, and archiving accounts;
• Enforce agency-defined security policies and measures to ensure robust identity access management.
• Develop and maintain detailed technical procedures and documentation for users and internal team use for Microsoft 365;
• Effectively delegate and assign tickets, tasks, and projects to team members based on their skills and workload, ensuring optimal resource utilization and timely completion of all assignments.
• Execute e-discovery activities in support of NYSED operations;
• Efficiently coordinate and manage every aspect of Microsoft 365 projects that are assigned or delegated to you, ensuring timely completion and seamless alignment with business objectives; and
• Supervise, mentor, and manage information technology professionals, ensuring their growth, development, and successful contribution to the team's goals. Cultivate a collaborative and supportive environment to enhance their skills and performance.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 4.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SALARY GRADE 23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer to JOURNEY TITLE: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Information Technology Specialist 4 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SALARY GRADE 23 or higher AND have standing on the Information Technology Specialist 4 eligible list AND possess Either 1. a bachelor's or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;
Or 2. a bachelor's or higher level degree in any field AND four years of experience in computer related areas as described in #1 above;
Or 3. an associate's degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above;
Or 4. six years of experience in computer related areas as described in #1 above.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SALARY GRADE 23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), or Information Technology Specialist 3 (Systems Programming). Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.
This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
