Duties Description This position will report to the Principal Accountant overseeing federal reporting, miscellaneous centralized accounting functions, centralized time reporting and job items management functions, and cost allocation. Duties for this position, located in the Federal Reporting and Accounting Misc. unit, include, but are not limited to overseeing:
- Reporting on over 50 active federal grants amounting to around $25bn in total awards and with distinct reporting requirements and schedules;
- Reconciliation of personal service charges to time and activity reporting, fringe benefits and indirect costs earned, and federal letter of credit accounts;
- Various reporting to the Office of the State Comptroller (OSC): CFDA, SEFA, various GASB, Provider Tax, GAAP AFRP for Accounts Receivable/liabilities/ equipment leases/ contingencies//landfill/pollution remediation and rebates/...
- Overseeing multiple other accounting responsibilities including, but not limited to: debt service payments and reserve adjustments; food program rebate processing, federal audit/review support and inquiries, ...
Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Supervising Accountant (G25).
Permanent Transfer Candidates: Current NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at or above a salary grade 23 and eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law.
Note on special additional requirements: Candidates in some transfer eligible titles will also be required to possess 24 credit hours in accounting, auditing and/or taxation courses in order to qualify. If selected for interview, candidates in those titles with special additional requirements will be required to submit proof of possession of the required degree and course credits at the time of interview. (Courses such as business law, economics, statistics and most finance courses are NOT considered qualifying.)
Preferred Qualifications: Professional experience with federal grant and state financial reporting. Significant experience with the Statewide Financial System (SFS) and the State chart of accounts. Experience with OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and all other federal guidelines related to cost allocation and federal reporting. Must demonstrate strong interpersonal and organizational skills and solid independent decision-making. Supervisory experience and strong written communication skills required. Intermediate to advanced skills in MS Suite, particularly in Excel and Access and experience with conducting data reconciliation, including working with high data volume and complex interconnected spreadsheets.
Additional Comments The duties associated with this position involve a lot of number crunching and data validation using common tools such as excel advanced functions, Access, and other similar software.
