Duties Description This position is located at the DEC Region 5 headquarters in the Adirondack Park. You will work in a close-knit office with other engineers, geologists and environmental specialists and other programs including the Divisions of Materials Management, Water, and Environmental Remediation. You will also have the opportunity to interact with biologists, foresters, Environmental Conservation Officers, Forest Rangers and other DEC staff who are passionate about conservation. As a Professional Engineer 1, you will work with other program staff to implement federal and state air pollution control programs to protect air quality in the Adirondack Park and combat climate change. Under the general direction and supervision of the Regional Air Control Pollution Engineer (RAPCE), you will perform job duties which will include:

• Develop and maintain a working knowledge of federal and New York State air regulations, policies, and guidance.

• Develop Title V and Air State Facility permits and registrations based on the review of submitted engineering plans and applications.

• Review analyses of greenhouse gas emissions and facility impacts relevant to the requirements of the CLCPA, implementing regulations, and DEC policy.

• Conduct field inspections and complaint investigations of air emission sources.This may include working on elevated surfaces/roofs/stacks.

• Review compliance certifications and monitoring reports to ensure compliance with permit conditions and all applicable state and federal regulations. Enter data into DEC’s Air Facility System and maintain accuracy.

• Investigate and report violations of air pollution control regulations to the supervisor. Prepare case referrals for enforcement when appropriate.

• Respond to situations and air incidents as directed by supervisor. Interact with and provide information to the general public, the regulated community, and other governmental agency representatives, etc.

• Travel to meetings, sites, and outside conferences as required. Must be able to effectively communicate verbally and in writing.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required.

Eligible for transfer under Section 70.4.

To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. Please note that if applying under the 55 b/c program, candidates must include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.

Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):

"A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering."

Additional Comments *The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.

The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.
