Duties Description Under the direction of the Deputy Commissioner of Technology (DCT) for the Division of Dedicated Support for the State Liquor Authority (SLA), the Assistant Director Information Technology Services 1 (ADITS), M-4, will function as the principal technology advisor to the Office of Information Technology Services (ITS) program leadership, ensuring that technology solutions align with SLA’s business objectives and statewide ITS strategies. They will be key in advancing SLA’s modernization, automation, and data-driven transformation efforts, improving efficiency and enhancing the citizen experience.
Specific duties shall include but are not limited to:
-Collaborate with the Deputy Commissioner of Technology to develop and execute SLA’s IT strategic roadmap, consistent with ITS enterprise policies, architecture, and cybersecurity standards.
-Drive digital modernization initiatives that enhance SLA’s licensing, enforcement, and compliance operations.
-Identify opportunities to introduce automation, data analytics, and AI technologies to improve regulatory efficiency and accuracy.
-Advise SLA executives on technology trends, risk mitigation, and innovation strategies that support policy and operational goals.
Program and Portfolio Management
-Lead the planning, development, and delivery of SLA’s technology portfolio, including LEAP modernization, AI/OCR document validation pilots, and executive reporting dashboards.
-Ensure IT projects follow ITS governance, procurement, and project management methodologies.
-Manage project risks, performance, and resource allocation while maintaining alignment with SLA’s business priorities.
-Provide executive-level reporting and performance analytics to both SLA and ITS leadership.
Operational Oversight
-Oversee daily IT service delivery for all SLA systems, applications, and end-user support functions.
-Ensure compliance with ITS service level agreements (SLAs), security protocols, and change management procedures.
-Coordinate closely with ITS enterprise support teams (infrastructure, hosting, networking, and cybersecurity) to maintain operational stability.
-Manage system upgrades, integrations, and vendor relationships to ensure reliable and secure technology operations.
Data and Digital Modernization
-Champion data quality and analytics initiatives to support SLA’s policy, enforcement, and licensing decision-making.
-Oversee development of dashboards, data warehouses, and business intelligence tools that provide actionable insights for executive and operational staff.
-Implement AI and intelligent automation solutions to improve document intake, data validation, and application processing.
Minimum Qualifications Minimum Qualifications:
Promotion: One year of permanent competitive service as a Manager Information Technology Services 1, Grade 27; Manager Information Technology Services 1 (Technical), Grade 27; Manager Information Technology Services 1 (Data Communications), Grade 27; Manager Information Technology Services 1 (Database), Grade 27; Manager Information Technology Services 1 (Systems Programming), Grade 27; Manager Information Technology Services 1 (Operations), Grade 27; Manager Information Technology Specialist 2, M-3; or Manager Information Technology Services 2 (Technical), M-3.
Preferred Experience:
-Prior experience working with or supporting the New York State Liquor Authority (SLA) or a similar regulatory/licensing agency.
-Deep understanding of SLA’s or a similar regulatory/licensing agency, business processes, including:
-Licensing application intake and approval workflows
-Enforcement case management and compliance monitoring
-Legal and investigative document handling
-Public information and transparency requirements
-Experience in stakeholder management across multiple divisions and agencies, balancing business priorities with technical constraints.
-Demonstrated success leading modernization initiatives in a regulated, public-sector, or high-compliance environment.
-Strong understanding of system integration, data management, and enterprise application support.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
