Duties Description This Program Research Specialist 2 position is part of the Special Projects unit within the Division of Program Planning, Research and Evaluation. The individual in this position will be responsible for data monitoring, data cleaning, and data analysis using statistical software programs such as Statistical Package for Social Sciences (SPSS) and Stata. This analysis will culminate in the presentation of tabular and graphical data in Excel, dashboard data in Tableau and associated written reports. The incumbent will also serve as the outside research coordinator. Responsibilities of the coordinator include tracking applications, acting as point of contact and assisting in the planning and management of internal and collaborative activities associated with outside research requests and projects. Supervisory responsibilities of Program Research Specialist I staff may also be required.

Preferred qualifications include being well-versed in research methodologies and statistical techniques, proficiency using SPSS or Stata for advanced data analysis and proficiency with Tableau or other visualization software to create data visualizations. Strong organizational and communication skills are required.

Minimum Qualifications Minimum Qualifications for Open Competitive Appointment: must have a bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS three years of professional* research experience in: the collection and evaluation of quantitative data directed toward review and analysis of criminal justice system topics, including crime; criminal justice trends; adult and youth case processing; incarceration; community supervision; recidivism; offender risk and/or reentry; correctional programming and impact of programming on crime factors; and/or performance indicators developed by State criminal justice agencies.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Additional Comments Telecommuting: two days per week may be possible after six months of successful employment.
