Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Education Program Manager 1 in the Federal Grants Office. The incumbent of this position will lead the Office of ESSA-Funded Programs. The fundamental core of the work in the Office of ESSA-Funded programs is to provide strategies and resources to schools and districts that support the work they are doing to ensure that every student succeeds. This team is responsible for the implementation of programs funded under the federal Elementary and Secondary Education Act (ESEA). Under the general supervision of the Assistant Commissioner, the incumbent in this position is responsible for oversight and administration of federal ESEA funds for New York State. Duties of this position include, but are not limited to, the following:
• Direct and manage New York State's administration of over $1.4 billion in ESEA funding which includes: Title I, Part A; Title I, Part C Migrant Education; Title I, Part D Neglected or Delinquent; Title II, Part A; Title IV, Part A; Title V, Part B Rural Education Program; and McKinney-Vento Homeless Education programs;
• Provide leadership, support, and customer service to Local Educational Agencies (LEAs) on the development and implementation of ESEA funded programs;
• Direct the planning, development, support procedures, and criteria for the submission, review, and approval of LEA funding applications for all ESEA funded programs;
• Lead the development, updating, and maintaining of written monitoring procedures to ensure compliance with ESEA statutory requirements;
• Direct the monitoring process which includes the establishment of protocols, on-site monitoring, desk reviews, self-assessment monitoring, and the preparation of monitoring reports and Corrective Action Plans;
• Provide leadership and support for the development and implementation of the team's technical assistance plan, including generation of field guidance documents, in-person workshops, webinars, office hours opportunities, and one-on-one supports;
• Manage the coordination of the Committee of Practitioners;
• Manage the coordination and submission of documentation for the department’s single audit;
• Oversee the management of contracts with several third-party vendors;
• Establish and maintain procedures for the procurement of goods and services for the office;
• Serve as the state ESEA liaison with the United States Department of Education (USDE);
• Initiate the coordination of activities for collecting and reporting out of ESEA program data;
• Collaborate with the Council of Chief State School Officers, ESSA Network and other state leaders for federal programs as professional support networks to ensure compliance with federal regulations; and
• Direct the work of 3 Supervisory staff, 24 professionals, and clerical staff.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Manager 1.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated to salary grade M-3 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent service as a Supervisor Education Programs, Supervisor Education of Children with Disabilities, Supervisor Educational Testing, Supervisor Higher Education Programs, Supervisor of Occupational Education, Supervisor of Professional Education Programs, Supervisor School Improvement Planning or Supervisor School Business Management OR two years of permanent service as an Associate in Instructional Services (any specialty area), Associate in Educational Planning and Evaluation, Associate in School Nursing, Associate in Education Improvement Services, Associate in Bilingual Education, Associate in Education Research, Associate in School Business Management, Associate in Continuing Education, Associate in Education of Children with Disabilities, Associate in Education Improvement Services, Associate in Educational Testing, Associate in Higher Education Opportunity, Associate in Higher Education, Associate in Intercultural Relations, Associate in Nursing Education, Associate in Nursing Education (Addictions), Associate in Occupational School Supervision, Associate in Professional Education, Associate in School Library Service and Associate in Teacher Education. Provisional candidates must take the examination for Education Program Manager 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Education Program Manager 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $160,911 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
