Duties Description The New York State Education Department’s (NYSED) Office of Performance and Improvement Management Services is seeking candidates for a Trades Specialist (Carpenter) position in the Office of Facilities and Business Services. Duties of this position include, but are not limited to, the following:
• Builds, repairs, and installs such items as counters, cabinets, benches, work stations, partitions, floors, doors, windows, building framework, roofs, and trim following verbal or written instructions utilizing the tools of the carpentry trade and following standard carpentry techniques;
• Installs and repairs ceiling and floor tiles;
• Does general millwork; may build cabinets, furniture, and other wooden equipment in the shop using woodworking machines;
• Maintains shop machinery;
• May conduct inspections of the facility to determine maintenance needs and recommend priorities for repair based on the nature of the maintenance problem;
• May supervise and instruct others in the construction and repair of structures and other wooden items;
• May draw rough sketches or prepare plans to scale from verbal or written instructions to accomplish a project;
• May review plans and recommend and order the kind, quantity, and quality of materials to be used;
• Install, repair, and maintain locks, locksets, and keys for doors & furniture. Update inventory as needed;
• Assembles materials, tools, and equipment required to accomplish the work according to plan;
• Lays out the work for staff and performs such skilled tasks as laying out the cutting of roof trusses and stairs, hanging doors, and installing hardware;
• Observes and inspects work in progress and when completed to ensure that the job is done properly; and
• Coordinate with facilities management to secure, issue, and maintain keys, especially for secured areas.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Non-Competitive Appointment to Trades Specialist (Carpenter): Candidates must have four years of full-time experience in carpentry work under a skilled tradesperson which would provide training equivalent to that given in a training, apprenticeship, or equivalent program, or an equivalent combination of experience and training gained by completion of technical courses in carpentry at a school, institute, or branch of the Armed Services; OR successful completion of the two-year Trades Specialist (Carpenter) traineeship, or a two-year carpenter training, apprenticeship, OR equivalent program* such as the New York State Civil Service Employees Association Partnership Applied Skilled Trades Traineeship and Certificate Program.
*Successful completion of the traineeship and the training program includes a total of 288 hours of trade-specific classroom instruction, 45 hours of technical math course work, 45 hours of technical communications course work, and 15 hours of blueprint/schematic reading course work. Course work must be completed with an average of “C” or better. Additionally, successful completion of the traineeship also includes 4,000 hours of on-the-job training.
Non-Competitive Appointment to Trades Specialist (Carpenter) Trainee 1: Candidates must have full-time permanent service in a position allocated at Grade 12 or below which is primarily engaged in the performance of unskilled and/or semiskilled labor and trades tasks AND
• Be 18 years of age or older;
• Possess a High School diploma or general equivalency diploma recognized by the New York State Education Department; and
• Be proficient in English and math.
When required to operate motor vehicles, candidates must possess a valid New York State driver's license appropriate for the type of vehicle to be operated.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of experience and coursework will be required at the time of interview for all candidates. The work schedule for this position is Monday – Friday 7am-3:30pm.
This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
Current starting salaries:
• $42,641 (Trainee 1- NS equated to SG-9)
• $47,695 (Trainee 2- NS equated to SG-11)
• $50,425 (Full Performance level SG-12)
This position leads to a maximum salary of $61,548 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
