Duties Description The HPA 2 will serve as a manager in the Staffing Support Unit within the Bureau of Staffing, Operations & Support. Serving as a supervisor within the Bureau, the incumbent provides strategic guidance, ensures compliance with Civil Service rules and agency policies, drives continuous improvement in staffing processes and reporting, and collaborates closely with internal and external stakeholders. The position also provides administrative and programmatic support to Bureau leadership and contributes to effective workforce planning, operational efficiency, and organizational success. Duties include: Oversee all State staff recruitment and onboarding/offboarding activities, including cross-unit coordination to ensure effective onboarding, retention, and separation processes; Supervise the Staffing Support Section, with responsibility for Civil Service recruitment, classification, staffing transactions, and exam planning; Direct temporary and contract staffing recruitments, ensuring all hiring activities are executed efficiently and aligned with program workforce needs; Provide recruitment recommendations and guidance to executive leadership to ensure consistency, compliance with Civil Service rules, and adherence to agency policies and regulations; Implement continuous improvement and quality control initiatives by enhancing reporting, tracking, communication, and database functionality to support Bureau priorities; Coordinate recruitment documentation, tracking, and follow-up activities to ensure timely and accurate completion of all staffing requirements; Compile and analyze recruitment data and provide input to supervisors to support policy compliance, workforce planning, and operational decision-making; Collaborate with bureaus, divisions, Human Resource Management Group (HRMG), Fiscal Management Group (FMG), and other stakeholders on staffing, recruitment, and employee support activities; Oversee the maintenance of accurate and comprehensive position descriptions, job requirements, and performance measures to support audits, classification reviews, and staffing actions; Develop and maintain routine staffing and recruitment reports to monitor transactions, identify trends, and address issues proactively; Provide administrative and programmatic support to the Bureau Director across assigned functional areas; Perform other related duties as assigned.
Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, SG-25 OR current New York State employee with one year of permanent or contingent-permanent, competitive, service in a title SG-23 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Demonstrated experience overseeing State and contract staff recruitment, onboarding and offboarding processes, including coordination across units in a large, complex organization. Demonstrated ability to develop, maintain, and analyze staffing and recruitment reports, databases, and tracking tools to support operational decision-making and continuous improvement.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
