Duties Description The New York State Higher Education Services Corporation (HESC) is the state’s student financial aid agency, responsible for centrally administering New York’s major college aid programs. It oversees grants, scholarships, loan-forgiveness programs, and related services – including flagship programs like the Tuition Assistance Program (TAP), the Excelsior Scholarship, and other State scholarships. HESC awards nearly $1 billion in financial aid to more than 330,000 students each year.
As a member of the Innovation and Transformation Team, this position will work with HESC’s Compliance Team and other Program Teams on an array of duties including but not limited to:
1. Assist in gathering and documenting business and compliance requirements under the guidance of senior analysts and compliance staff.
2. Support the review of regulatory requirements, policies, and procedures to help identify impacts to business processes and systems.
3. Help document current-state and future-state processes related to compliance activities, including workflows and basic process diagrams.
4. Participate in meetings with Compliance, Legal, Risk, and business teams to capture notes, action items, and requirements.
5. Assist with data analysis, reporting, and preparation of compliance metrics, dashboards, and management reports.
6. Support user acceptance testing (UAT) activities by helping prepare test cases, executing test scripts, and documenting results.
7. Maintain compliance documentation, including requirements, procedures, controls, and evidence needed for audits or examinations.
8. Provide support during internal audits and regulatory reviews by organizing documentation and responding to information requests.
9. Help identify process gaps, issues, or improvement opportunities and escalate findings to senior team members.
10. Ensure work products follow established compliance, governance, and documentation standards.
11. Learn and stay informed about applicable regulations, compliance processes, and internal controls relevant to the organization.
12. Perform other duties as assigned.
Minimum Qualifications 1. Eligible for appointment from the PCO or PATT Eligible Lists
2. One year of permanent competitive or 55 b/c service in a title designated as appropriate for transfer in accordance with Section 52.6 or 70.1 of the Civil Service Law

For Business Systems Analyst 1, G-18: Six years of business analysis experience including: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
For Business Systems Analyst Trainee 2, G-NS (Equated to G-16): Five years of business analysis experience including: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
