Minimum Qualifications There is no current list for this title. In order to qualify for a Section 52.6 transfer the candidate’s current title must be 52.6 transferable to the Assistant Director Financial Administration 3 and the transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels.
In the event there are no qualified candidates which meet the 52.6 transfer Civil Service guideline, OPWDD reserves the right to make a provisional appointment.
PREFERRED QUALIFICATIONS:
Preferred candidates will have at least eight years direct responsibility for developing RFPs, IFBs, Single/Sole Source, and/or non-competitive contracts (or some combination.) Ten years’ experience with contract review and/or approval of one or more of the above type contracts will be considered, as will a combination of contract development and review/approval.
Duties Description The Division of Enterprise Solutions’ Fiscal and Contract Management Bureau supports the operations of the Office for People With Developmental Disabilities (OPWDD) Central and District Offices through a variety of procurement, payment and fiscal monitoring services. The major responsibilities of the Assistant Director of Financial Administration 3 include the following:
• Develop RFP, IFB, Single/Source, Non-Competitive, Discretionary contracts for OPWDD Central Office
• Coordinate with OPWDD District Offices and Central Control Agencies on all aspects of the contracting process including RFP, IFB, and Single/Source development for state operations, local assistance and grant contracts.
• Develop agency-wide policies and procedures related to managing all OPWDD contracts.
• Coordinate the operational activities of the Contract Management Unit (CMU), including monitoring contract disbursements, issuing procurement advice to District Offices and Central Office, interacting with decision making staff at the Office of the State Comptroller, and providing overall agency-wide contract/procurement management.
• Manage the MWBE unit.
• Attend meetings with the Office of the State Comptroller, Office of General Services and other State Agencies and/or organizations regarding procurement policy issues as needed.
It is also expected the successful candidate will have a working knowledge of the Statewide Financial System (SFS) and how DOB, OSC, OPWDD District Offices and Central Office interact with the SFS.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
