Duties Description The CMSO provides direct case management services to youth who are in the custody of OCFS during all custodial phases of their commitment to OCFS and while under supervision in the community.

The Youth Support Coordinator (YSC)1 plays a critical role on the youth support team. The YSC1 supports the Office of Community Partnership (OCP) related programs and OCFS families through assessment and engagement while establishing and strengthening a broad range of community resources with the support of the Peer Specialist (PS). This involves providing ongoing outreach, education and coordination of services to families throughout the youths’ placement/commitment period and transition to communities. The YSC1 is responsible to ensure that all OCFS and program policies are followed.

The position requires extensive travel approximately 40% of the time to support CMSO case responses and youth support work; the amount of travel will be explained during interview.

Additional duties include:

• Participating in scheduled meetings, support groups, and engagement activities convened by CMSO and Family Engagement supervisors to identify issues and concerns and develop solutions; and participate constructively during these meetings.
• Participating in activities related to program site reviews conducted
• for CMSO programs and services to identify areas of strength and deficiency and recommend corrective action.
• Providing regular and consistent check ins with OCFS and DSS staff and service providers when referrals are made.
• Conducting on-site monitoring visits to OCP referred providers across New York State.
• Running and compiling information from various systems and data bases to prepare reports for OCP administration on a regular basis.
• Providing technical assistance to the CMSO youth support team related to the Family First initiative to ensure assessments and reports are completed timely.
• Keeping the CMSO supervisor(s) and the Statewide Family Engagement Coordinator informed about critical situations, agency issues, and appointment schedules in a timely and accurate manner.
• Promoting a family/caregiver voice to DJJOY policies and practices.
• Representing the Agency and DJJOY/OCPFE in a positive and professional manner.
• Supporting and assisting families to access appropriate services within the community with the help of the Peer Specialist.
• Developing and maintaining a directory of community support agencies and resources for families.
• Entering all contact notes in JJIS within 5 business days.
• Completing and submitting weekly and monthly summaries/reports by the 10th of the following month.
• Making all purchases in compliance with OCPFE procedures and enter information into SFS per policy.
• Conducting regularly scheduled parent groups, parent skills training sessions and other relevant community opportunities that enhance parent/family engagement.
• Providing monthly orientation and support to caregivers with supervision from the Statewide Family Engagement Coordinator (SFEC), or designee as needed or required.
• Meeting regularly with Peer Specialist to discuss families, engagement, and activities/opportunities.
• Approving accurate submission of time records in LATS and leave requests for Peer Specialist in a timely manner per policy.
• Reviewing and approving itinerary submissions or changes from the Peer Specialist weekly.
• Reviewing and approving weekly summary submissions.
• Completing any other general duties as assigned.

Minimum Qualifications Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.


Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). * The minimum qualifications through NYHELPS are:

Six years of direct counseling, educational, clinical, or supervisory experience in prevention, protection, or rehabilitative programs for individuals between the ages of 10 and 21 years of age who are considered to be “juvenile delinquents,” “youthful offenders,” or youth residing in a residential setting, including those diagnosed with mental or developmental disabilities, mental illness, or addictions who could potentially become involved in the juvenile justice system. An associate degree in a human services field substitutes for two years; a bachelor’s degree in a human services field for four years; or a master’s degree in a human services field for five years.

Transitional Qualifications:

One year of permanent service as a Youth Support Specialist, Grade 14.

Additional Comments Telecommuting is available for this position, however, it is at the sole discretion of the assigned supervisor and the Office of Community Partnerships when a candidate may be considered. Telecommuting applications will be reviewed and approved on a case by case basis in accordance with the OCFS Telecommuting Pilot Program Policy.

*For the duration of the NY HELPS Program, this title may be filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
