Duties Description The New York State Education Departments’ Office of Education Policy is seeking candidates for a Supervisor of Educational Testing position in the Office of State Assessment (OSA). This Office provides a comprehensive program of achievement testing that is aligned with New York State’s learning standards and consistent with State and federal laws. The incumbent will serve as the coordinator and provide leadership and training for a computer-based test (CBT) Support and Quality Assurance Team. Duties of this position include, but are not limited to the following:
• Lead for computer-based test (CBT) delivery and online scoring for NYSED’s assessment program;
• Plan and conduct regional presentations on the administration of computer-based assessments;
• Identify and mitigate risks to ensure delivery of an acceptable product;
• Collaborate with the BOCES, school districts, unions, professional associations, cultural institutions, SUNY, CUNY, and independent institutions of higher education to provide technical assistance and develop guidance and support to expand the CBT program;
• Develop communication networks and disseminate critical information to participating districts and schools and supporting educational organizations;
• Coordinate and participate in quality control processes to ensure the assessment instruments meet established technical standards of clarity, validity, and reliability in accordance with test development guidelines and the Standards for Educational and Psychological Testing; and
• Supervise professional and support staff.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Educational Testing.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
