Duties Description Under the general direction of a higher-level Financial Administration Staff, prepare agency budget estimates, program justifications, and workload forecasts, narrative and tabular reports indicating agency revenue and expenditure components; and facilitate and monitor agency expenditures and distributions. Specific duties include, but are not limited to, the following:
•Assist in the preparation of the agency’s annual and multi-year budget requests in accordance with Division of Budget (DOB) and Office of the State Comptroller (OSC) guidelines.
•Prepares revenue, expenditure and distribution data
•Prepares and compilates personal and non-personal services spending by
program area and ensures costs are allocated by program and assessed to the appropriate regulated entity.
•Reviews data prepared by program units for accuracy, completeness, and compliance with fiscal policies.
•Facilitates the collection, recording, and distribution of revenues and expenses for Video Gaming, Horse Racing, Commercial Gaming, Indian Gaming, Charitable Gaming, Mobile Sports Wagering, and Interactive Fantasy Sports programs.
•Processes financial transactions in the Statewide Financial System (SFS) in accordance with OSC and DOB requirements.
•Processes and verifies accounts payable transactions and maintains appropriate supporting documentation.
•Reviews, approves, and assists staff with employee travel transactions in SFS.
•Prepares and posts journal entries and ensures accurate recording in financial systems.
•Monitors, reconciles, and analyzes account balances across multiple funds.
•Reviews expenditures to ensure alignment with approved budgets and spending targets.
•Analyzes revenues and expenditures to evaluate fiscal performance and funding sufficiency.
•Research project costs and prepares cash flow and spending projections.
•Compiles financial, statistical, and narrative reports for agency management, oversight bodies, and external stakeholders.
•Prepares regulatory billings and reimbursement documentation for programs, including Commercial Gaming, Indian Gaming, Interactive Fantasy Sports, Agricultural, and the New York State Horse Breeding Development Fund, and the Thoroughbred Breeding and Development Fund.
•Prepares analytical reports based on workload data, unit costs, operational surveys, and interviews.
•Reviews production and workload reports to identify trends and assess fiscal efficiency.
•Conducts fiscal and operational studies to evaluate program effectiveness, resource utilization, and cost efficiency.
•Reviews program objectives, populations served, funding structures, and policy priorities.
•Reviews and analyzes requests for funding changes and assesses their impact on agency operations.
•Confers with program administrators, external agencies, vendors, and regulated entities to exchange information, seek approvals, and resolve issues.
•May supervise clerical and support staff
•Provides training and technical guidance on budgeting procedures, financial systems, and compliance requirements.
•Reviews staff work products for accuracy, timeliness, and policy compliance.
•Performs special assignments and related duties as required to support agency fiscal operations and strategic objectives.
Preferred Qualifications:
•Bachelor’s degree or higher in Accounting, Finance, Economics, Public Administration, Business Administration, or a related field.
•Professional experience in finance, banking, accounting, or budgeting. public-sector budgeting, finance, or accounting.
•Advanced proficiency in Microsoft Excel and financial analysis tools.
•Proficiency with the Statewide Financial System (SFS) or other financial management systems.
•Knowledge of Office of the State Comptroller (OSC) and Division of Budget (DOB) policies and procedures.
•Familiarity with Article 34 of the NYS Tax Law, Pari-mutuel Wagering and Breeding Law, and State Finance Law.
•Demonstrated ability to analyze financial data, prepare forecasts, and develop budget justifications.
•Experience in preparing financial reports and working with large data sets
•Ability to communicate complex financial information clearly to management and program staff.
•Proven ability to manage multiple priorities and meet deadlines in a high-volume environment.
•Experience in providing technical guidance or supervising support staff is preferred.
Minimum Qualifications Eligible List Appointment:
Candidates must be reachable on the appropriate Civil Service eligible list.

Budget Analyst Trainee 1: $56,665 - $70,869
Minimum Qualifications: Four years of experience in budget estimation, justification, and expenditure control functions. To be advanced to the full performance level of this title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2.
Minimum Qualifications substitute: An associate degree in a related field may substitute for two years of experience; a bachelor’s degree in a related field may substitute for four years of experience; a master’s degree in a related field may substitute for five years of experience; and a doctorate may substitute for six years of experience
Budget Analyst Trainee 2: $63,180 – $78,680
Minimum Qualifications: Five years of experience in budget estimation, justification, and expenditure control functions. To be advanced to the full performance level of this title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training as a Trainee 2 you will advance to the full level of this title without further examination.
Minimum Qualifications substitute: An associate degree in a related field may substitute for two years of experience; a bachelor’s degree in a related field may substitute for four years of experience; a master’s degree in a related field may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Senior Budgeting Analyst: $67,119 - $83,286
Minimum Qualifications: Six years of experience in budget estimation, justification, and expenditure control functions.
Minimum Qualifications substitute: An associate degree in a related field may substitute for two years of experience; a bachelor’s degree in a related field may substitute for four years of experience; a master’s degree in a related field may substitute for five years of experience; and a doctorate may substitute for six years of experience.
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
